The International Trade Centre (ITC) assists developing and transition countries to take advantage of expanding trade and investment opportunities. ITC supports “Trade Impact for Good”, promoting sustainable and inclusive development through trade.

The Division of Market Development (DMD) comprises three sections namely Chief Economist and Export Strategy (CEES), Trade Facilitation and Policy for Business (TFPB), and Trade and Market Intelligence (TMI). This Director position provides effective thought leadership to the Section Chiefs as well as the divisional staff as a whole (approximately 100 including professionals, support staff and consultants) ensuring the divisional offering is applicable and relevant to the trade and business environment and in close cooperation with partner countries and other development partners. CEES provides thought leadership on t rade and SME competitiveness and technical assistance in the design and implementation of trade development strategies. It produces global -level studies as well as country-level analyses highlighting opportunities and constraints to trade, developing strategies at the regional, national and sector levels aimed at policy makers, trade support institutions and enterprises.

TFPB contributes to enhancing exporters’ competitiveness through technical assistance in specific areas, including trade policy, trade facilitation and trade law.

TMI provides trade and market intelligence through the development of market analysis tools. It also provides analytical surveys on such areas as non-tariff measures.

RESPONSIBILITIES:

Under the direct supervision of the Deputy Executive Director (DED) and under the general guidance

of the Executive Director (ED), the Director, Division of Market Development(DMD) will:

• Lead and provide substantive and strategic support to the Division of Market Development (DMD) through three Chiefs of Sections.

• Provide strategic leadership for the development of innovative trade support services responding to the evolving needs and demands of partner countries.

• Manage preparation of the work programme and budget of the Division and determine strategic priorities for DMD ’s work in the context of ITC’s mult-year Strategic Plan and related annual Operational Plans.

• Coordinate and manage the timely preparation of information for inclusion in ITC corporate reports, to inter -governmental bodies such as the Joint Advisory Gro up (JAG) and the Consultative Committee on the ITC Trust Fund and to external United Nations Secretariat and Common System authorities.

• Contribute to resource mobilization, in co- ordination with the Office of the Executive Director (OED) ensuring optimal allocation of human and financial resources in order to meet agreed objectives and the timely implementation of projects.

• Manage, guide and develop staff under his/her supervision; effectively assist, guide and support programme managers in meeting their objectives and outputs.

• Participate effectively as a member in the meetings of ITC Senior Management Committee (SMC).

• Foster teamwork and communication among DMD staff, Sections and Offices and across ITC.

• Coordinate and manage the timely provision of project performance information and the continuous monitoring of projects and programmes within ITC’s Results Based Management (RBM) Framework.

• Ensure that outputs produced by DMD Offices and Sections maintain high-quality standards, and make a significant contribution to ITC’s mandate, delivery, and reputation.

• Establish and maintain good relationships with key ITC’s stakeholders (clients, partners, funders).

• Represent ITC at international, regional or national meetings and provide programmatic/substantive expertise on international business issues and global trade developments.

• Perform other duties as required.

ELIGIBILITY CRITERIA

EDUCATION : Advanced university degree in economics, business administration, international relations, social sciences or related area.

Note: A first-level university degree in economics, business administration, international relations, social sciences or related area may be accepted with an additional two years of relevant professional work experience.

WORK EXPERIENCE: A minimum of 15 years of relevant experience in trade policy, trade and / or investment promotion or Aid for Trade at the national, regional and / or international level. Experience of leading and managing sizeable and / or complex teams.

Desirable experience: Experience of high-level representation including interacting and influencing high level stakeholders. Experience in advocacy, fundraising and establishing public and private sector partnerships.

LANGUAGES: Advanced knowledge of English with working knowledge of French required.

Knowledge of other UN official languages is an asset.

REQUIRED KNOWLEDGE AND SKILLS:

• Thorough understanding of development economics and the international trading system.

• Familiarity with the trade-related technical assistance environment.

• Expert knowledge about recent trends in trade development and the contribution of trade to poverty reduction and development objectives such as the Sustainable Development Goals.

• Good knowledge and a t horough understanding of Results Based Management principles and practices.

• Thorough knowledge of project design and management methodologies processes and standards.

TERMS OF SERVICE

Appointments with ITC are service-limited to this organization. This is a fixed term appointment.

INDICATIVE ANNUAL SALARY AT THE D-1 LEVEL

Annual Salary (net of tax):

Starting from 96,865US$, with annual increments subject to performance.

Post Adjustment:

In addition to the above annual salary a monthly post adjustment is paThe rate as at October 2017 is 76.6% of the monthly salary . This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to curr ency exchange rate fluctuations or inflation.
