OBJECTIVES OF THE PROGRAMME

To reduce mortality, morbidity and societal disruption resulting from epidemics, natural disasters, conflicts and environmental, chemical, radio-nuclear and food-related emergencies, as well as antimicrobial resistance, through prevention, preparedness and response in the context of the International Health Regulation (IHR 2005).To ensure that WHO regional office, inter-country teams and countries' offices are adequately prepared and able to respond in a timely manner to outbreaks and emergencies with public health consequences.

DESCRIPTION OF DUTIES

The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda\: To provide technical input to the development, implementation, monitoring and evaluation of regional policies, strategies, plans and activities to accelerate reaction times and overall effectiveness to outbreaks and emergency response;To fully participate in the development and dissemination of norms, guidelines, standards and tools to be implemented by countries, WHO staff and partners, for outbreaks and emergency response, and assists in identifying national and regional capacity gaps and supporting with the development and facilitation of required training for emergency and epidemic control and response;To liaise and collaborate with multi-sector partners who support outbreaks and emergency response activities and support evaluations of emergency intervention strategies, including participation in outbreak response operations of IHR related events;To support the WHO/AFRO response for the organization and operational delivery to outbreaks and emergencies and the monitoring and evaluation of WHO/AFRO`s outbreaks and emergency response activities to share lessons learnt and best practices;To identify opportunities for advocacy and resource mobilization efforts to ensure adequate funding, human and logistical resources for the effective management of outbreaks and disasters;To perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential\: Medical degree with a post graduate degree in Public Health, Epidemiology or Medical Sciences or a related field.
Desirable\: Post graduate training in public health emergency management, disaster risk management or specialized training related to infectious or tropical diseases.

Experience

Essential\: At least seven years' experience in outbreak and epidemic response in developing countries, supporting emergency response field operations at national and international levels.Knowledge of the WHO Policy and strategy for emergency and humanitarian action and interventions of other UN agencies, donors and NGOs for humanitarian assistance.Proven experience of effective multi-agency partnership collaboration.
Desirable\: Experience with intergovernmental agencies, the UN System or WHO and knowledge of national, regional and global partnerships and networks especially in the field of emergency response operations.

Skills

Demonstrated expertise supporting outbreak alert and emergency response programmes at national and international levels including coordinating health development programmes in multi-sectoral, national and international contexts; Knowledge of epidemiology and epidemic prone diseases, such as yellow fever, meningitis, cholera; Experience supporting field outbreak investigations and response operations in developing countries and complex emergency settings; Demonstrated programme management skills, including monitoring, evaluation; Proven capacity to conceptualize, organize and critically analyse situations and solve problems; Track record of working effectively with colleagues at all levels, and nationally and internationally to build capacity and develop partnerships including for resource mobilization; Excellent interpersonal skills and the ability to promote consensus and new approaches; Proven presentation skills and the ability to write in a clear and concise manner and to give technical advice and guidance; Diplomacy, tact and courtesy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 70,647 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1737 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
