OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.  The External Relations Department of the Health Emergencies Programme is responsible for providing accurate and timely health emergency communications and sustainable financing. This includes developing donor appeals and engaging with donors to ensure adequate and timely financing for core functions and in response to emergencies, working closely with the planning and donor reporting focal points; developing and implementing a strategy on WHO communications for emergencies to engage with key audiences; and developing and implementing advocacy strategies and plans.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities\:

1. Draft, develop and implement a consolidated global strategy for resource mobilization for the Health Emergencies Programme (encompassing HQ, regional office and country office levels) including monitoring, analysing and documenting progress toward targets.

2. Monitor donor policies, trends and funding mechanisms for WHO health emergencies to facilitate the development and implementation of the resource mobilization strategy in support of WHO's work in health emergencies.

3. Oversee the development of donor profiles and solicitation strategies, and maintain relations with donors to ensure continued funding. Identify and exploit new funding opportunities.

4. Work closely with the RM Manager, and members of the teams covering WHE budget and finance on financial planning in order to help manage financial resources and ensure appropriate allocation.

5. Guide and support WHO's HQ teams, regional and country offices in funding for health emergencies. Collaborate with them to foster a comprehensive, consistent approach to donor interactions and support them in their resource mobilization activities as required.

6. Plan and contribute to the development of WHO-wide capacity, processes and knowledge on health emergencies resource mobilization.

7. Develop resource mobilization presentations, proposals, briefing notes; prepare donor meetings and assist in the finalization of donor agreements.

8. Perform other related duties including replacing and backstopping as required.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced university degree in international or public relations, business administration, communications, social sciences or law or other related domains.
Desirable\: Professional certification or other specific training in resource mobilization.

Experience

Essential\: At least 7 years of combined national and international experience in resource mobilization Considerable experience writing and editing, particularly in the context of donor reporting/relations and in developing messaging for advocacy purposes. Considerable experience working with and/or influencing funding systems, donor organizations and decision-makers.  Experience in grant management and administration processes.
Desirable\: Experience in WHO.  Experience working at country and regional levels.  Experience in working with key bilateral donors, CERF, ECHO, CAP and/or flash appeal processes.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 70,647 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5287 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
