Background

1. Background

Turkey is one of the leading countries in its region that achieves broader application of the ICT system in service delivery. In its national policy documents e-governance is identified as one of the key priorities for national and sectoral development and an important pillar for evolved public administration system to increase effectiveness and efficiency, enhance transparency and accountability as well as a tool for strengthening international competitiveness of Turkey.

The Ministry of Foreign Affairs following the identification of the ICT development as a key area in its Strategic Plan for better services and good governance developed and applied the e-consulate system. It is a distinguished example of the ICT use in the consular services with an aim of increased efficiency and cost effectiveness for increased citizen satisfaction.

The second phase of the project aims to increase the efficiency and cost-effectiveness of the established system with a focus on enhanced citizen-satisfaction from the services of the Ministry all over the world. It also focuses on the development of the institutional capacity of MFA enhanced for full-fledged application of the e-Consulate system and increase the accessibility of e-Consulate system enhanced through its improved user-friendliness.

The second phase of the project builds on its accumulated experience and results as well as the past UNDP and Ministry of Foreign Affairs joint initiatives in this area. The Project will focus on e-Consulate system’s institutionalization and full-fledged application, to be achieved through enhanced institutional and individual capacities and increased awareness and ownership of the citizens and respective stakeholders (through outreach strategy).

2. Objectives of the Assignment

The scope of the services that will be carried out by the System Administrators are:

  • Planning and managing the IT equipment determining the needs and furnishing information for the procurement processes
  • Perform daily system monitoring, verifying the integrity and availability of server resources, reviewing system and application logs and verifying completion of scheduled jobs
  • Analyzing the basic system design requirements
  • Maintenance of general computer system infrastructure
  • Extending software and hardware support to missions of Turkey in abroad
  • Repair and recover from hardware or software failures. Coordinate and communicate with internal departments.
  • Solving hardware problems on 24 hours and 7 days basis

- Troubleshoot issues with Group Policies, MS Exchange, DNS, DHCP and maintain Active Directory Support

4. Reporting Structure

The incumbent will report to National Project Coordinator in Ministry of Foreign Affairs and UNDP portfolio manager and will work in close coordination and collaboration with the project associate, Ministry staff, Coordinators of the subject matter projects.

System Administrators(s) will be based in Ankara within the Ministry of Foreign Affairs premises.

Required Skills and Experience

The incumbent should possess the following qualifications and experience.

Minimum Requirements

Assets

General Qualifications

· Bachelor’s degree

· Good communication skills in Turkish (Working language is Turkish)

·    Bachelor’s degree in Computer Science or related field is an asset

·    Ability to communicate in English is an asset.

Professional Experience and Qualifications

·    Minimum 4 years of working experience of management, control,  monitoring of server infrastructure and set up and configure server hardware

·    Good analytical and problem solving skills.

·    Professional experience in IT projects implemented in governmental institutions

Specific Experience and Qualifications

·    Minimum 2 years of progressively responsible working experience in:

-   Performing Windows System Administration duties OR,

-   Network administration OR,

-   Server hardware, SCSI/RAID storage subsystems and storage systems OR,

-   Active Directory, DNS, DHCP, MS Exchange, Windows Operating Systems OR,

-   Server Virtualization systems.

·    Certification at Microsoft Windows server administration or related field is an asset

·    Experience with Firewall/IPS/Load Balancer is an asset

·    Cisco related certificate is a plus

·    Adapt and manage of (SIEM) product design

Notes:

·    Obligatory military service is not considered professional experience.

·    Professional experience gained in an international setting is considered international experience.

·    Experience gained prior to completion of undergraduate studies is not considered professional experience.
