The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Large-scale displacement took place during the wars of 1948 and 1967, when Israel occupied the West Bank, including East Jerusalem and the Gaza Strip. Many of those displaced have never been able to return. There are currently over 5 million Palestinian refugees spread across Palestine, as well as in Jordan, Lebanon and Syria.

Internal displacement within Palestine remains a concern. Communities come under increasing risk of forcible transfer and other Intentional Humanitarian Law violations, stemming from Israeli policies and practices.

NRC has been active in Palestine since 2009, working across Gaza and the West Bank, including East Jerusalem, to reach Palestinians who are displaced or who face imminent threats of displacement. Our offices in Jerusalem, Ramallah, Hebron and Gaza, provide legal counselling to promote access to human rights, shelter, water and sanitation, and quality education. Nationally and globally, we advocate for the rights of displaced Palestinians and together with local authorities and community-based organisations, we establish mechanisms for monitoring the needs of displaced Palestinians, and promoting community-owned solutions.

 

Role and responsibilities

  1. Adherence to NRC policies, guidance and procedures
  1. Develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including management filing of grant documents (including through the grants database - forthcoming)

  2. Coordinate the development of donor applications and reports, as well as ensuring donor compliance and quality control, including editing, writing, and leading proposal teams

  3. Contribute to the development and revision of funding proposals, budgets and donor reports

  4. Be updated on donor priorities and track and share relevant calls for proposals

  5. Document, analyze, and share learning from proposal and reporting process, and compliance with donor rules and regulations

  6. Contribute to continuously improving internal grant management systems

  7. Provide an internal help-desk on donor related issues, including organize and deliver trainings in donor rules and regulations, as well as proposal and report writing

  8. Coordinate the development and distribution of internal reports

  9. Contribute to project cycle management trainings and usage of the NRC project cycle management frame work in the country office as delegated by the Head of Programme

  10. Support external donor audits

  11. Promote the rights of beneficiaries in line with the advocacy strategy

 

Our Ideal Candidate:

Minimum 3 years of relevant experience in project management and proposal development and editing in a humanitarian/recovery context.

Well organized person, who has high attention to details, and desire to work in a dynamic environment and engage with multitasking responsibilities, and ability to mediate in high-stress scenarios with competing interest.

Experience in good planning and meeting different deadlines, background from working with development donors, and good understanding for donor rules and regulations.

Excellent and professional communication skills and ability to work well and with constituents, colleagues, and stakeholders from a wide diversity of cultures and viewpoints

Excellent reports writing skills in English, Arabic is a plus.

We are seeking a candidate who Strong analytical and problem solving skills, in addition to above average computer skills.

Ability to work under pressure and for over time when the situation requires, also travel within Palestine when requested.

 

Additional Information:

Contract period: 12 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Jerusalem, 30% travel to Gaza plus frequent travel to West Bank operations.

NRC may be required to verify the identity of its partners and to check that its partners have not been involved in illegal activities.
