Context:

Under the general supervision of the Senior Regional Resource Management Officer (SRRMO) and in close coordination with the Regional Resource Management Support Officer, the incumbent will be responsible for providing technical assistance to the Elections Support Unit (ESU) in Brussels in the financial management of Electoral Observation projects mainly funded by the EC.In close cooperation with all IOM financial services and administrative centers, the incumbent will be in charge to fulfill the following duties and responsibilities
 
Core Functions / Responsibilities:
  • Provide technical assistance to ESU on budget preparation, monitoring, and review of financial reports as well as on any contractual, administrative and compliance matters for projects funded by the European Union institutions and other bodies;
  • Provide technical assistance to ensure that the financial and administrative IOM rules and procedures are applied consistently and that proper internal controls and sound management of resources are in place. Review ESU projects documents for compliance with the Organization’s as well as donors’ financial rules and regulations;
  • Monitor and report regularly on the financial situation of the ESU projects and provide required information in a timely manner, checking budget versus actual financial data in relation to the implementation of the projects’ operational activities;
  • Assist in developing project structures in PRISM and set up projects monitoring and administrative procedures vis-à-vis management and reporting;
  • Ensure that projects’ financial transactions are correctly and timely entered into the IOM accounting system;
  • Check payment requests and ensure relevant and timely payments to providers and partners, taking into consideration final reporting requirements;
  • Ensure that offices follow the proper and systematic filing of all validated vouchers and other accounting documents according to established standards as requirements adapt to donors;
  • Prepare to bill for projects as required and follow up on collection of funds;
  • Assist in the preparation of external financial reports for the projects according to donor relevant requirements, in coordination with involved field missions as applicable;
  • Assist in the response to auditors in the review of projects implemented by ESU’s projects;
  • Review payroll projectization for ESU Unit and ensure that salaries are correctly allocated to projects;
  • Perform periodical verification of accounting processes, and feed supervisors back with recommendations to enhance quality of IOM projects budget and financial reporting to the donors;
  • Participate in the organization of training activities for finance staff in Brussels and other offices whenever required;
  • Participate in internal and external meetings as required;
  • Undertake duty travels as and when required;
  • Perform other related duties as may be required.

Required Qualifications and Experience
 
Education
  • Bachelor degree in Business Administration, Finance, Commerce or a related discipline, from an accredited academic institution. Master degree in related fields and/or professional certification as Chartered Accountant or Certified Public Accountant is an advantage.
Experience
  • Minimum 3 years of experience in business administration, accounting, financial reporting and budget tracking;
  • Proven experience with EU funding instruments, financial management, and reporting is a requirement;
  • Experience in the financial management and reporting of EU funded projects is a distinct advantage;
  • High level of computer literacy, in particular in Excel and computerized accounting systems. Knowledge of SAP is a distinct advantage;
  • Familiarity with International Accounting Standards (IAS) is an asset;
  • Ability to review a variety of data, identify and adjust data discrepancies.

Languages

  • Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.
