The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Large-scale displacement took place during the wars of 1948 and 1967, when Israel occupied the West Bank, including East Jerusalem and the Gaza Strip. Many of those displaced have never been able to return. There are currently over 5 million Palestinian refugees spread across Palestine, as well as in Jordan, Lebanon and Syria.

Internal displacement within Palestine remains a concern. Communities come under increasing risk of forcible transfer and other Intentional Humanitarian Law violations, stemming from Israeli policies and practices.

NRC has been active in Palestine since 2009, working across Gaza and the West Bank, including East Jerusalem, to reach Palestinians who are displaced or who face imminent threats of displacement. Our offices in Jerusalem, Ramallah, Hebron and Gaza, provide legal counselling to promote access to human rights, shelter, water and sanitation, and quality education. Nationally and globally, we advocate for the rights of displaced Palestinians and together with local authorities and community-based organisations, we establish mechanisms for monitoring the needs of displaced Palestinians, and promoting community-owned solutions.

 

Role and responsibilities

Generic Responsibilities:

  1. Contribute to the development of CC strategy, Micro Logframe, and Plan of Action for all CCs

  2. Contribute to programme development, adjustment or review

  3. Contribute to development of the indicators and M&E mechanisms for all CCs

  4. Contribute to development of CC specific M&E technical guidance, tools and mechanism within country office

  5. Contribute to organisational learning through the provision of specific technical analysis, lessons learned and reports

  6. Support efforts to enhance agency M&E systems and standards

  7. Communicate and disseminate NRC M&E standards and guidelines

  8. Support the Programme Unit in new initiatives as they arise

  9. Other activities agreed and discussed with the Head of Programme

Specific Responsibilities:

  • Complete an M&E system assessment and develop an M&E system improvement plan, in consultation with Head of Programmes, Programme Unit, M&E team and Regional Office Programme Advisor and M&E Manager.

  • Operationalize Palestine’s M&E RACI matrix (i.e. duty matrix)

  • Refine and operationalize the country office’s M&E framework (M&E strategy, budgeting, staffing of the M&E unit in relation to tasks which team is responsible and accountable for)

  • Provide leadership and support to program managers (directly or through support supervision of M&E officers) in planning and standardizing M&E across projects

  • Support and contribute to improved data management at Area Office level, in addition to contributing to development of a global “programme beneficiary database” project.

  • Collaborate with M&E officers to identify M&E related needs of project coordinators and field staff and assist program managers in budgeting resources accordingly

  • Supervise and mentor M&E unit officers in executing M&E plans per sectoral project

 

Our Ideal Candidate:

Minimum 3 years of relevant experience and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs in a humanitarian/recovery context.

Someone who is interested in working with training and capacity building for staff, and transfer of knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.

Excellent analytical and problem solving skills, in addition to good understanding of data and information needs for program management and decision making. Advanced computer skills and ability to use them to build solid databases. Experience using SPSS, STATA, Epi Info, or R desirable.

Excellent and professional communication skills and ability to work well and with constituents, colleagues, and stakeholders from a wide diversity of cultures and viewpoints.

Ability to work under pressure and for over time when the situation requires, also travel within Palestine when requested.

High level English and some Arabic preferred (speaking, reading, writing).

 

Additional Information:

Contract period: 12 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Jerusalem, 50% travel.

NRC may be required to verify the identity of its partners and to check that its partners have not been involved in illegal activities.
