TA Child Protection Officer ( Information Management ), (P-2), Juba, South Sudan ( 364 days)

The Information Manager is a core Child Protection team member both in CP section and Child Protection Sub Cluster. The purpose of this post is to manage the collection, analysis and sharing of information that is important for the Child Protection section and the coordination group participants to make informed (evidence based) strategic decisions. This position will require frequent travel to remote and hard to reach areas in South Sudan.

How can you make a difference? 

1.  Information Management of Child Protection Sub Cluster

• Establish and maintain information databases that consolidate, analyze and report/disseminate information critical to decision making;
• Maintain monthly reporting from Child Protection coordination group participants, including 5Ws (Who does What, Where, When and for Whom databases);
•  Support the estimation of spatial and temporal gaps, overlaps and coverage of the Child Protection coordination group activities and projects;
• Work with Child Protection coordination group participants to identify information gaps at national and sub-national levels and propose ways to bridge those gaps;
• Work with the OCHA Information Management Specialist to develop appropriate supportive strategies;
• Use Geographic Information System (GIS) mapping for map production and geographic data management;
• Adopt and promote the use of global standards for information management for inter-operability;
• Manage flows of information and dissemination in an appropriate way, including website management;
• Manage an inventory of relevant documents on the humanitarian situation;

2. Information Management of Child Protection Section

• Work with the Chief of CP section, output managers and relevant thematic leaders to adapt existing in-country inform action management approaches for collecting, analyzing and reporting Cluster activities and resources, and identifying information gaps;
• Establish and maintain information databases that consolidate, analyze and report/disseminate information critical to decision making in line with CP section requirements and UNICEF South Sudan Country Office (CO) requirements.
• Maintain, coordinate and support CP section to update monthly reporting from UNICEF implementing partners of UNICEF and field offices including sectoral databases managed by output managers and thematic leads, Monitoring and data collection tools of Social Policy, Planning, Monitoring and Evaluation (SPPME) unit, 5Ws (Who does What, Where, When and for Whom databases for UNICEF implemented activities) and any other tools recommended by Chief of section.
• Support the estimation of spatial and temporal gaps, overlaps and coverage of the Child Protection partners and  their activities and projects;
• Work with Child Protection implementing partners and UNICEF field offices to identify information gaps at national and sub-national levels and propose ways to bridge those gaps;
• Work with the Monitoring Specialist of UNICEF to develop appropriate supportive strategies;
• Use GIS mapping for map production and geographic data management;
• Adopt and promote the use of global standards for information management for inter-operability;
• Manage flows of information and dissemination in an appropriate way
• Manage an inventory of relevant documents on the humanitarian situation;
• Support the development and analysis of needs assessment and monitoring programmes

Qualifications of a Successful Candidate 

• A first level university degree is required in a subject area relevant to information management .An advanced university degree in the above field is an asset.
• Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.
• Formal training in cluster information management an advantage
• Two years of professional work experience at national and international levels in child protection, including first hand experiences in cluster coordination, PSS and FTR programs and projects for most vulnerable children including international work experience.
• Background/familiarity with Emergency.
• Fluency in English  is required and a second UN language .Fluency in English and local working language of the duty station.

• Basic understanding of child protection in emergencies to be able to engage with cluster participants; understand their cluster-specific information management needs and respond to those needs in a timely manner

• Diplomatic skills and able to establish excellent working relations with partners in order to collect information. Understanding of the data and information virtuous cycle
• Facilitation and capacity-building skills

Technical competencies:

• Proven technical expertise managing data and information cycle : from data collection (e.g. Who does What, Where, When and for Whom? and Secondary Data Review. Databases), storage, and analysis for diverse data-sets (e.g. data-sets on needs, situation, response, coordination, funding, etc.), as well as presenting information in understandable, effective and visually appealing tables, charts, graphs, maps, visuals and reports (such as snapshots, dashboards, W analysis, gap analysis, etc.)
• Perfect knowledge of the data cycle (data collection, data analysis, data interpretation and data visualization) especially for assessments and for output monitoring purposes
• Experience in developing information management systems
• Experience in designing and delivering trainings
• Experience in producing data analysis for different audiences
