The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Role Summary:

 

The purpose of the Information Counselling and Legal Assistance (ICLA) Technical Officer position is to implement the day to day ICLA Programme activities, and contribute with specific technical competences to the overall project implementation. This position may, under certain circumstances, entail management responsibilities for a limited number of staff at assistant level.

 

Generic Responsibilities:

  1. Ensures compliance with NRC policies, procedures, guidelines and standards.
  2. Ensures compliance with ICLA strategy, tools, handbooks, guidelines and standards.
  3. Implements the related ICLA technical activities of all related projects.
  4. Tracks all financial expenditures for the related ICLA technical activities of all related project.
  5. Ensures that all ICLA activities are carried with the quality standards of NRC and maintains control and proper monitoring of project activities at all times.
  6. Documents all ICLA technical activities of all related project.
  7. Provides technical support and capacity building for project staff.
  8. Provides technical analysis and gives timely feedback to NRC representatives in coordination forums.
  9. Assesses, promotes and documents ideas for technical improvement and further program development initiatives.
  10. Ensures that the projects target beneficiaries who are most in need, and explores and assesses new and better ways to assist.
  11. Promotes the rights of internally displaced people (IDPs) and/or returnees in line with the advocacy strategy.

Specific Responsibilities:

  • Supports the work of ICLA field activities and local humanitarian partners in Syria Response Office, including civil documentation (CD) and housing, Land and Property (HLP) rights.
  • Oversees the content and quality of legal information, counselling and assistance services provided by NRC and its implementing partners.
  • Undertakes legal research and production of briefs and reports on legal matters affecting IDPs.
  • Supports capacity building effort of staff and partners.
  • Monitors and documents the implementation of project activities done by implementing partners and/or contractors.
  • Compiles up-to-date information on relevant CD and HLP laws, procedures, and practices.
  • Advocates for the recognition of the CD and HLP rights of displaced people when engaging with stakeholders, including building owners, local authorities and humanitarian partners.
  • Carries out any other task relevant to ICLA activities and the position role as requested by the line manager.

 

Qualifications: 

  • Minimum 3 years of relevant legal experience preferably within a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts
  • Proven skills and experience in reporting, and representing an organization in public forums
  • Bachelor degree in Law or any related field
  • Background in housing, land and property law and civil documentation law and procedures
  • Knowledge and experience in international human rights law
  • Experience in legal research
  • Experience in legal case management
  • Fluent in both Arabic and English, both spoken and written
  • Proficient in Microsoft Office Applications, mainly Word, Excel, and PowerPoint
