How can you make a difference? 

Development of partnership is the core of the overall mandate of the Office of Emergency Programme. The incumbent is responsible for building and managing operational partnerships and collaborative relationships in humanitarian context to ensure timely and effective response to assist and protect women and children affected by crisis. The incumbent is also responsible for formulating and developing relevant mechanisms that will institutionalize arrangements for external surge capacity.

  • Manage the standby partnerships portfolio, including supervising programme officer and/or consultants, managing resources by keeping performance objectives on track, in response to changing demands and conflicting priorities. Coordinates, manages, and communicates requests for additional staff with various contracts arrangements.
  • Responsible for building partnerships with new standby partners, as well as strengthening existing ones.
  • Provide guidance and support to EMOPS and other UNICEF divisions on surge capacity and rapid response teams and pre-requisites for acquiring such assistance.
  • Build and manage global partnership and collaborative relationship with NGOs, governments, and private sector in support of effective humanitarian response, emergency preparedness, risk reduction and recovery. Advise and support regional and country offices in developing similar partnership models, documenting good practice and tools as identified.
  • Support UNICEF-led clusters in reviewing and identifying approaches to further improve working arrangements with UNICEF cluster partners. Where relevant help developing specific collaborative mechanisms and support formalization of partnership agreements as appropriate.
  • Contribute to HOPS work of strengthening and managing bilateral institutional cooperation and strategic dialogue with key humanitarian partners and stakeholders such as United Nations High Commission for Refugees (UNCHR), World Food Programme (WFP), Office for the Coordination of Humanitarian Affairs (OCHA), World Health Organization (WHO), United Nations Development Programme (UNDP), International Organization for Migration (IOM), International Committee of Red Cross (ICRC),  International Federation of Red Cross (IFRC), and NGOs, to ensure effective and coordinated humanitarian action.
  • Maintain close links with other UN agencies and other international organizations with the view to learn from their experiences and to ensure, where appropriated and tot the extent possible, a common and/or shared approach to surge capacity and broader partnership strategies.

 

Qualification of Successful Candidate

  • Education: Advanced university degree (Master’s or equivalent) in social sciences or a related technical field is required. *A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.
  • Work Experience: Eight years of progressively responsible professional experience at the national and international levels in programme planning, management, monitoring, and evaluation, in related field is required.
  • Language Proficiency: Fluency in English is required. Knowledge of French is an asset.
