1.         Organizational context

 

a. Organizational Setting

The post is located in the HR Planning Section of the Human Resources Management Department (HRMD).  This Section is responsible for ensuring that WIPO can achieve its mission by having the right people with the right skills and competencies in the right place at the right time through\: supporting managers in the design and implementation of HR plans within the results-based management (RBM) framework; recruiting new staff with the skill and abilities that the Organization will need in the future; and sharing accountability with managers in job design and ensuring human resources are used effectively to support the goals of WIPO.

 

b. Purpose Statement

As the Organization’s talent acquisition specialist, the incumbent ensures that WIPO’s talent acquisition is aligned with organizational goals and proactively meets the needs of its programs. S/he proposes comprehensive talent acquisition strategies and plans that address all aspects of talent acquisition (to identify and engage the best talent for WIPO. S/he is responsible for ensuring WIPO adopts a creative approach to recruitment through the development of synergies between demand (organizational needs) and supply (skills and competencies) and leveraging social media and new technologies to identify and reach a larger and more diverse pool of suitable candidates.  In particular, s/he will support WIPO’s diversity initiatives in recruiting and outreach.

 

c. Reporting Lines

The incumbent works under the supervision of the Head of the HR Planning Section.

 

 

 

2.         Duties and responsibilities

 

The incumbent will perform the following principal duties\:

 

(a)    Drawing on an in-depth knowledge of the global employment market, latest sourcing and talent acquisition approaches/technology and sound business acumen, provide specialist advice and guidance to influence and direct WIPO’s talent acquisition at all levels.

(b)    Building upon WIPO’s workforce planning process, support the development of talent acquisition strategies and plans to ensure the best possible talent is hired through a partnership between hiring managers and HR Planning; ensuring Organizational alignment in job design, developing talent maps and identifying key strategic roles and talent pools that ensure critical hiring needs are filled in a proactive and timely manner.

(c)   Proactively research new recruitment methodologies and competitive intelligence to create innovative sourcing strategies.  Conduct external benchmarking to understand competitive recruiting landscape and introduce and influence best practices with HR Planning team and stakeholders.

(d)   Coordinate outreach and diversity recruitment campaigns across multiple channels to facilitate the achievement of WIPO’s diversity goals for gender and geographical distribution. Track and report on outreach efforts and their impact.

(e)   Attend various outreach and diversity recruitment events and conferences to enhance WIPO' reputation as an employer of choice. Participate in recruiting forums focused on diversity and develop relationships with external diversity partners and specialist organizations that can connect WIPO to top diverse talent.

(f)   Effectively leverage social media tools to enhance talent acquisition; in collaboration with WIPO’s Communication Division, contribute to the enhancement of WIPO’s employer brand through the use of a range of content and tools, ensuring that WIPO remains abreast with latest developments and best practices in other international organizations both in the public and private sectors.

(g)   Act as focal point and lead for all technical aspects relating to recruitment tools and cooperation with external providers on talent acquisition related matters.

(h)  Provide expertise and oversight on job design and classification matters, working in close collaboration with HR planning partners to ensure alignment across the Organization. Oversee a small team of talent acquisition staff.

(i)    Perform other related duties as required.

 

 

3.         Requirements

 

Education

       Essential

       Advanced university degree in human resources management, public or business administration, law, social sciences or related field.  A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Experience

       Essential

       At least nine years of relevant professional HR experience, including in full cycle talent acquisition processes and sourcing strategies at the international level.

       Experience developing diversity recruitment and sourcing initiatives.

 

       Desirable

       Relevant experience in the public and private sectors.

 

       Experience in workforce planning and job design.

 

     Knowledge and understanding of working in a regulated environment.

 

 

Languages

       Essential

       Excellent written and spoken knowledge of English.

 

       Desirable

       A good knowledge of French.

Knowledge of talent acquisition techniques, best practices, systems and tools.

Good knowledge of the application of HR policies and commitment to the fair, objective and consistent application of HR rules and procedures.

Excellent drafting skills.

Competent user of Microsoft Office applications (Word, Excel Outlook, PowerPoint), the internet and information systems, with the ability to adapt quickly to new software.

Knowledge of ERP systems and tools in support of planning and recruitment.

Knowledge of workforce planning approaches. Knowledge of a point-based job classification system.

Demonstrated capacity to build an understanding of the work of the organization.

Knowledge of Taleo recruitment system.

Knowledge of developments in the area of new technologies related to talent acquisition.

Project management skills, ability to work projects through implementation to conclusion through experience and drive for results.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the November 2017 rate of 72.3%
