 PURPOSE:

Under the general supervision of the Staff Security Specialist, the Security Assistant will assist in the implementation of security operations and all matters relating to the management of safety and security for UNICEF personnel in Yemen.

How Can You Make A Change?

  1. Assists the Staff Security Specialist in collecting, updating and communicating information regarding the security situation in the country:

    § Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation;
    § Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the SSS;
    § As required, translate security related documents from Arabic to English, or from English to Arabic
    § Communicates information on security to the country office and programme managers and provides security advice in the absence of the SSS, as required;
    § Maintains regular contacts with UNDSS and the Security Focal Points of UN agencies; attends security cell meeting when directed by the SSS to obtain up to date security information and to discuss security challenges with security professionals from other UN agencies.
    § May be requested to provide weekly security briefings to UNICEF staff, in the absence of the FSS.

  2. Assists in maintaining all UNICEF security plans and policies;
    § Helps in the preparation and review of the UNICEF Security Plans and policies;
    § Supports actions during the implementation of security plans and policies, as required.
    § Coordinate with HR to ensure the staff list is updated as required
    § Act as the Deputy Chief Warden; serve as a channel of communication between the security office and wardens to ensure that staff members are informed with regard to security arrangements and ensure that security instructions are being followed. Additionally, supports zone wardens as required in the event of an emergency.
    § Maintains liaison with commercial companies used for security at UNICEF offices and residences, in order to ensure the effective and efficient use of the guard force.
    § Manage' all aspects of the Locally Contracted Guard Force Contract (Stallion) including day to day supervision of the guards, interaction with Stallion Management and ongoing performance related issues.
  3. Supports the SSS with the assessment of Minimum Operational Security Standards (MOSS)/Minimum Operational Residential Security Standards (MORSS).
    § Conduct MOSS compliance inspection/re-inspection, including PVQs, at all UNICEF facilities, and government ministries where UNICEF staff is stationed to ensure that all MOSS requirements are met.
    § Conduct residential security surveys of potential staff residences
    § Conduct MOSS self-assessments of potential UNICEF premises and recommend mitigation measures when required
  4. Assists in reporting security incidents affecting UNICEF staff, offices and assets, and assists in the preparation of security reports including any Weekly security situation report and programme specific security risk assessments.
  5. Organizes and delivers training courses on security awareness and preparedness, and providing security orientation to newly assigned staff members. Conducts security briefings, as required.
  6. Provides general administrative assistance to the SSS
    § Maintains routine and confidential correspondence files/documents;
    § Maintains a database on contact details in relation to host country security authorities;
    § Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings.
    § Work closely with Operations to ensure the Security Office equipment and supplies are maintained and functioning.

     

    MINIMUM QUALIFICATIONS*

    Education:

    High School certificate is required.

    Experience:

    Six (6) years of relevant experience is required. Training with a civilian police or with military police would be an asset. Experience within the UN security system would be an asset.

    Language: Fluency in English and Arabic (both written and verbal) is required
