Context:

Under the direct supervision of the Chief of Mission (CoM), and in coordination with the Deputy Chief of Mission (DCoM) and other Programme Managers and Support Units in IOM Iraq, with outreach to the region's Area of Responsibility (AoR), in particular the North-Central Governorates.

As the representative of the Chief of Mission within the designated area of responsibility, the HoO will be responsible for liaison functions (with local government, other UN agencies, donors, NGOS, civil society etc.) and accountable for the monitoring and oversight and coordination of all IOM activities in the Sub-Office, including resource management, monitoring and evaluation in line with IOM Mission guidelines.

A key responsibility of the HoO is the reporting to the CoM/senior management on any issue – programmatic, staffing, political, security etc – which is impacting the successful realisation of the programmes and the implementation of the mission objectives and strategy. The HoO will also be the primary agent - within their geographic area of responsibility - to advise the CoM on staff security, safety and welfare issues, and to report to the CoM on any issue which is negatively impacting the welfare of staff.

The HoO will be particularly vigilant in reporting concerns about potential vulnerabilities to fraud and the exploitation of authority of IOM staff in the execution of their responsibilities, such informing CoM/senior management about both vulnerabilities and suspected infringements. Page 1 / 4Core Functions / Responsibilities:

1. Maintain constructive working relations with Iraqi government authorities, UN agencies, funds and programs, international organizations, non-governmental organizations, voluntary agencies, airlines, media and other relevant partners and clients.

2. Manage the financial, human resources and administrative activities of the office including maintaining and monitoring of accounts of income and expenditure in accordance with relevant rules, regulations and procedures; ensuring funds are being spent within time frames determined in donor agreements and inform donors of any expected delays; ensuring that account, budget and other financial information is submitted in a timely manner; participating in the recruitment and training of local staff; assigning, controlling and evaluating work; and handling the administration of office space, equipment, vehicles and supplies. 3. Ensure compliance of the Office with IOM administrative and financial regulations and established procedures. Control and manage administrative and budgetary matters and the financial resources of activities in Malawi. Monitor the situation of resources as compared to planned and budgeted activities and recommend remedial action if necessary. Draft project revisions and project budget adjustments on the basis of changed work plans. Supervise support staff in the Office.

4. Ensure understanding and compliance with IOMs PSEA and security policies by all staff in Mosul.

5. Identify new programme opportunities and recommend project ideas. Collaborate with relevant authorities, entities and Headquarters units in the design of new, and the modification of existing, projects.

6. Analyze migration-related trends and issues, and prepare proposals for appropriate action. Advise the CoM on governmental policies affecting the activities of IOM. Prepare briefings and provide background, country specific and other requested information on activities and developments.

7. Monitor the implementation of projects or operations and prepare progress reports. Provide guidance and information to resolve problems, analyze operational procedures and project effectiveness, and recommend improvements. Ensure that Memoranda of Understanding and any other Agreements are followed and adhered to.

8. Draft project documents or proposals for submission to potential donors. Implement established fund-raising strategies for the country and/or region. Follow-up on project funding. 9. Liaise with relevant security entities and units and follow-up on the appropriate mechanisms, measures and procedures required to ensure a secure work environment and the safety of staff. 10. Review and exchange information on activities, respond to queries and requests for information and data, and prepare presentations and reports. Prepare regular narrative, status, statistical and other reports as requested.

11. Supervise all international and national staff.

12. Represent IOM in North Central Iraq and regularly liaise with UNAMI and UN Country Team (UNCT) with special emphasis to all matters that will have an effect in IOM activities and programmes, ensure that IOM`s interests in the UN country team are fully recognized and enlarged.

13. Regularly prepare and distribute internally and externally statistical and narrative reports as Page 2 / 4required, including collating and presenting reports and sitreps from sub offices within your geographic area of responsibility.

14. Undertake frequent travel throughout the country.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political Science or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in the field of migration issues including operational and field experience, Project development/ management;

• Proven experience in liaising with governmental and diplomatic authorities as well as with national, and international institutions;

• Knowledge of monitoring and evaluation;

• Knowledge and experience of regional issues an advantage;

• Previous experience working with IOM and with UN specialized agencies an advantage. Languages

Fluency in English is required. Working knowledge of Arabic is an advantage. Desirable Competencies:
