The post is located in the Supply and Procurement Section of UNICEF –Bangladesh. The incumbent will perform a variety of procurement related services for contracting of institutional service providers under the supervision of the Contracts Officer (NOB) and in coordination with the Procurement Manager.

Purpose of Assignment:

The post is located in the Supply and Procurement Section of UNICEF –Bangladesh. The incumbent will perform a variety of procurement related services for contracting of institutional service providers under the supervision of the Contracts Officer (NOB) and in coordination with the Procurement Manager.

Major duties and responsibilities:

  • Under the guidance of Contracts Officer review requisitions for procurement of services received from different Programme and Operations Sections, take timely and appropriate procurement actions for them to ensure implementation of the supply component of the Country Programme. Regularly monitor the Contracts Plans and follow up with Sections to get the requisitions/TORs on time to initiate appropriate action.
  • Draft the solicitation documents i.e., ITBs/RFQs/RFPs and make them ready for issuances as per the procurement guidelines and procedures followed by UNICEF. Assist to arrange pre-bid briefing meetings, technical proposal evaluations, meetings with suppliers for technical presentations or for negotiation of financial offers. Prepare subsequent meeting minutes or note for the records as required and share with concerned stakeholders.
  • Compile results of the technical proposal review (in case of RFP), tabulate the financial offers of ITBs/RFQs and technically compliant bidders of RFP, check the correctness and completeness of the information and submit for final adjudication by the Contracts Officer and the Procurement Manager.
  • Prepare ARD and CRC submissions and related procurement documents, letters and general correspondence related to services in compliance with applicable procurement procedures and Financial Rules and Regulations. If required interact with the Programme and Operations Sections while assisting to finalize any procurement decision.
  • Interact and follow up with the programme and operations sections, contractors/suppliers on issues related to contractual management, timely delivery of services, closing of contracts etc.
  • Ensure completeness of records in all files for institutional service contracts starting from requisitions up to performance evaluation report where applicable.
  • Do any other works assign by the Contracts Officer and/or by the Procurement Manager, Section Chief/OIC.
