The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC in Iraq

The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Baghdad, Erbil, Dohuk, Kirkuk and Mosul.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

More recently NRC in Iraq has been responding to the ongoing Mosul crisis, where it is estimated that 1.2 million people are in grave danger.

 

 

 

Urban Displacement & Out of Camp (UDOC) Coordinator

The purpose of the UDOC Program Coordinator is to effectively implement the Urban Displacement & Out of Camp (UDOC) portfolio in Anbar Iraq, in response to the population living in IDP camps returning back to the recent retaken city of Ramadi. The UDOC programme started in October 2017.  UDOC uses Camp Management methodologies to improve the protection and assistance response to displacement affected communities by targeting most-affected areas where it establishes mechanisms to best support displaced and host communities. 

 

Role Specific Information

  • Line management of UDOC project field staff (officers and technical assistants)
  • Adherence to NRC policies, guidance and procedures
  • Support the Camp Management PM in contributing to UDOC strategy development, project proposals and provide input on needs and gaps
  • Support management and implementation of UDOC project (activities, budget, and project documentation) as delegated by the PM in line with proposals, strategies and donor requirements, and ensure high technical quality
  • Provide timely input to progress and field reports compiled by the PM and submitted to the Area Program Manager and UDOC Specialist       
  • Ensure that projects target beneficiaries most in need of protection, and explore and asses new and better ways to assist
  • Promote and share ideas for improvement and necessary changes in the activities
  • Work with PM to ensure capacity building of project staff and transfer key skills
  • In coordination with the PM, liaise and collaborate with relevant local authorities and other key stakeholders, including NGOs and UN agencies.  Attend meetings as agreed with PM.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Field supervision of daily/weekly operations of Community Centre and Mobile (Outreach) Teams (Officers and assistants) within the delegated geographical areas of responsibility, and performance management of mentioned staff
  • Quality management of community engagement processes and field reporting
  • Deputise for Camp Management Project Manager West Anbar Region as necessary, including internal responsibilities and external meetings (e.g. coordination, advocacy, etc.)

 

Our Ideal Candidate:

A university graduate, with experience from working in a line management position relevant to project implementation in humanitarian/recovery settings and especially in complex and volatile environments.  We are keen to hear from candidates with proven expertise in field operations and coordination as well as community engagement and mobilization.  Our ideal candidate will be up-to-date on the context in South-Central Iraq and the regional IDP return situation, the needs and/or protracted IDP communities. A motivated and effective leader who will manage the performance and development of his/her team. 

Fluency in English and Arabic, both verbal and written is required

Contract period: 9 months 

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Baghdad (Ramadi Anbar)

Approved health certificate will be requested before contract start
