Reporting to Procurement Specialist (Lead) Vacancy code GCF/Recruit/298. The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions which reflect the circumstances of each country concerned and its national aspirations.

The GCF is a key enabler of the 2015 Paris Agreement on Climate Change. Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 54 entities to channel its resources and approved 43 funding proposals. In addition, it has built up an extensive program to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea.

Position description

The Procurement Specialist will take the lead in the contracting of Individual Consultants and managing all aspects of contracting, consultants vacation leaves, consultants payroll and separation. The Procurement Specialist will also lead the procurement of all ICT -related goods and services and will assist the Lead Procurement Specialist in the management of long-term agreements by working closely with the Procurement Analysts in identifying and documenting costs and areas of improvement.

 

Duties and responsibilities.

• Together with the Lead Procurement Specialist, manage the procurement of Individual Consultants (IC) services;

• Liaise with requesting divisions and provide necessary guidance on processes, preparation and issuance of requests for expression of interest for ICs, assessment with the divisions of all submissions received, negotiation with consultants, contract management and payroll processing;

• The specialist must have hands on procurement experience in ICT equipment and services and must be prepared to meet tight deadlines within the prescribed procedures;

• The specialist will also manage the e-sourcing system and collaborate with the Procurement Specialists and the Procurement Analyst to identify areas that require improvement or change;

• As a procurement team member, the specialist will participate in relevant procurement meetings including Institutional Procurement Committee (IPC) meetings;

• S/he will take responsibility for document management of procurement cases dealt with and liaison with Internal Audit and Finance on procurement matters so as to ensure continuous system improvement;

• The Procurement Specialist will lead in undertaking market research and price reasonable analyses to ensure cost-effectiveness;

• S/he will ensure accurate and efficient procurement processes which maximize service delivery and minimization of costs; and

• The specialist will therefore play a key role in assisting the Procurement Specialist heading the unit in establishing and maintaining processes based on approved guidelines to ensure the most competitive, transparent, and sustainable procurement of goods and services.

 

Expected experience and qualifications*

• Master’s Degree in Business Administration, Public Administration, Procurement or a legal discipline relevant to the job;

• Full CIPS or UNDP Level 4 Procurement Certification;

• 7 years relevant experience in procurement of which 3 years must be in an international setting; • Hands-on procurement experience in ICT equipment and services;

• Good knowledge of office technology such as MS office package, and experience in working with databases is highly desirable;

• Experience with ERP systems such as SAP is an added advantage;

• Excellent organizational skills, ability to multitask and attention to detail and accuracy; • Ability to work independently and und er pressure; take initiative in judging priorities and organizing work accordingly;

• Strong teamwork and supervisory skills, analytical and interpersonal skills, and highly developed cultural sensitivity in communicating with all levels of staff and external clients, both orally and in writing; • Ability to meet tight deadlines within the prescribed procedures; and

• Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The above criteria should be se en as indicators of the experience and skills that would qualify candidates for consideration. Selection among short -listed candidates will also take into account performance at interview, appropriate testing, and references.
