We are looking for a highly qualified candidate who is a creative, driven, passionate individual to fill in the Protection Coordinator Position. 

Who are we? 
DRC Lebanon’s 2018 strategy reflects the ongoing shift to a protracted Syrian refugee crisis within the country.  DRC Lebanon is adapting its strategy to respond to shifts in the protection environment in Lebanon due to legal and residency challenges and the strengthening of the Government of Lebanon’s (GoL) policies in relation to Syrian refugees. Such adaptations ensure the relevance and effectiveness of DRC’s protection programme.  DRC’s protection portfolio covers child protection, women’s protection, SGBV programming, protection monitoring, evidence-based advocacy, referrals, community-based protection, legal assistance, psychosocial services and case management.  
The Protection Coordinator will guide DRC’s strategic positioning, technical development and quality implementation of protection programmes. S/he will ensure the programme is delivered to a high quality in line with DRC’s, donors and international standards. S/he will ensure good coordination with other actors in the sector and between DRC’s programmatic sector teams. S/he will also ensure integration of protection programmes within DRC Lebanon’s other sectors of programming: housing and infrastructure; livelihoods, basic assistance, social stability and community empowerment.   
Particular strengths in legal and case management required.  DRC is ideally looking for a protection ‘all-rounder’ who has competencies across both legal and psychosocial aspects of protection, and experience within a variety of organisations and contexts covering mixed migration and protection. The position is open to nationals of Lebanon as well as elsewhere.  
 
Duties and Responsibilities 
Technical leadership and capacity building (70%) 
• Build upon the protection teams existing resources to create a structured and shared protection vision across DRC Lebanon 
• Following the identification of staff needs and capacity assessments, provide  a structured system of technical support, supervision and guidance to the Protection teams at the national and field level (incl. development of technical tools and guidance, tailored capacity building plans, trainings and on-the-job coaching) which is effectively monitored, followed up and adaptive to the needs of the teams; 
• Create tools and systems through which field protection staff are able to adhere to general protection, child protection and GBV best-practices and professional standards and principles;  
• Design and coordinate the protection strategy, approaches and SOPs after consultation with field-based managers;  
• Work closely with M&E teams to develop and implement ethical and safe monitoring and evaluation tools and mechanisms, including qualitative data collection and analysis;   
 
Programme development, management and reporting (10%) 
• In close coordination with Area Program Managers, assist the field-based Protection Managers in the assurance of donor compliance, including appropriate and timely spending of grants to achieve program goals, use and distribution of supplies and resources as well as donors’ representation;  
 
HR and staff management (10%) 
• Line management and capacity building of CP & SGBV Coordinator and Protection Analyst; 
• Support to recruitment of protection staff and performance appraisals.  
 
External representation and coordination (10%) 
• Represent DRC at national protection working groups (national working group, GBV Task Force, CPiEWG, etc) and other fora as required, in coordination with CD and Head of Programme;  
• Work closely with other DRC sectors (including Housing and Infrastructure, Livelihoods and Basic Assistance) to ensure that protection is adequately addressed and mainstreamed across sectors and humanitarian interventions;

 

About you 

To be successful in this role you must have: 5+ years of experience in the protection sector. Experience with NGOs, UN and working with displaced communities such as refugees and/or IDPs is highly advantageous. 
Moreover we also expect the following: 
 
Required qualifications 
• Thorough understanding of best practices and strategies in Protection, Child protection and GBV response (case management, psychosocial support, etc.) and prevention and risk reduction. 
• Experience setting up protection monitoring and legal assistance programs, or similar.   
• Legal programming experience in such areas as legal information, counselling, HLP and strategic litigation is looked favourably upon. 
• Solid experience with planning, reporting, monitoring and evaluation skills. 
• Experience in capacity building of local partners and providing direct technical support to local organisations. 
• Thorough understanding of GBVIMS and child protection information management systems and protection information management in general; 
• Proven experience in supporting advocacy to governmental, donors and UN agencies on protection. 
• Proven experience in community-based protection, specifically working in urban refugee settings. 
• Context knowledge of Lebanon and/or the Middle-East is advantageous. 
• Tertiary qualifications in law, human rights, social work, psychology or related discipline. Advanced degree such as Masters or a combination of disciplines, is advantageous. 
• Full proficiency in spoken and written English required. Proficiency in Arabic is an advantage.

We offer 

DRC will offer the successful applicant a one year contract, renewable dependent on both funding and performance. You must be available to start work from January 2018 and be willing and able to work in Beirut with frequent travel to the field.  
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals and Internationals; please refer to www.drc.ngo under Vacancies. This position will be placed at level E+ for Nationals, 3472 USD per month and A13 for Internationals.
