Who are we?

Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq. 

Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs 475 national staff, 56 international staff and 365 service providers, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations. 

 

 
About the job

DRC’s comprehensive and solutions-based approach to displacement requires a high level of strategic leadership, innovation and effective advocacy. The Country Director plays a strong leadership role in all these aspects.

As Country Director you will be leading the development of the Iraq programme strategy linking it to both DRC’s global and regional strategies, strengthening accountability initiatives and ensuring that the financial management and organizational setup is adapted to the operational context.

You will be responsible for representing DRC to external stakeholders and in various co-ordination forums, where you will strengthen DRC/DDG’s position nationally and regionally. You will also be leading the team’s advocacy in all DRC key messages.

As an experienced manager you set the direction for your organization, and promote good management with your senior management team by coaching and living DRC’s values. You ensure that the country senior management team is effective, mutually supporting and sufficiently involved in decision making. You put emphasis on maintaining team morale, as well as the safety and welfare of DRC’s employees.

As Country Director you will ultimately be accountable for all aspects of DRC/DDG work in Iraq. This includes ensuring that DRC Iraq programme is delivered in a safe and secure manner.

 

Responsibilities:

  • Ensure compliance with internal and external reporting requirements
  • Lead the process of applying for funding and broadening the funding basis in a challenging funding environment;
  • Lead the team in writing concept papers, project proposals and budgets in line with the approved country strategy;
  • Provide overall accountability for security, including development of and ensuring adherence to security procedures, monitoring of the security situation, analysing and provision of recommendations.
  • Manage the resources allocated effectively and transparently by respecting and meeting all legal requirements in country
  • Provide leadership support to staff and promote best practices in human resources management.
 
 
About you
   

Required qualification

  • Five years management experience, as head or senior member of humanitarian or development programme/organization;
  • A Bachelor’s/ Masters’ degree in international relations, management, human rights, social science or related field or equivalent;
  • Experienced with conflict related displacement issue;
  • Good communicator and proven diplomacy with all types of stakeholders;
  • Proven commitment to accountable practices and knowledgeable of quality assurance systems;
  • Hands on experience in managing staff in insecure/stressful locations and strong human resource management skills in general;
  • Experience of managing budgets and multiple donor contracts;
  • Experience in donor contact, fundraising and networking;
  • Fluency in spoken and written English

    Desirable qualifications

  • Experience of humanitarian advocacy;
  • Experience of Humanitarian Mine Action;
  • Arabic language skills would be an advantage

    We offer

    DRC will offer the successful applicant a two year contract, renewable dependent on both funding and performance. You must be available to start work January 2018 and be willing and able to work in Erbil with frequent travel to field operation sites in Iraq.
