Organizational Setting


The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows\: "MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose". Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.


The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises state of the art hardware and software platforms in a partially decentralized environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.


The IAEA's Enterprise Resource Planning (ERP) system, known as the Agency-wide Information System for Programme Support (AIPS), was implemented in a multi-phased phased approach beginning in 2011 and completing in 2017. AIPS provides a single, fully-integrated solution that standardizes and improves efficiency of business processes by leveraging the Oracle ERP suite of products. AIPS encompasses 8 business domains\: finance, procurement, programme and project management, planning and budgeting, human resources and payroll, contacts, travel and events management. The AIPS Management Section (AMS) within the Division of Information Technology manages the operations, maintenance, improvements, and sup
port for the AIPS system in collaboration with business process owners. The AMS Section consists of approximately 20 staff members and is led by a Section Head, who reports to the Director of Information Technology/CIO.


Main Purpose


The ERP Oracle Technical Developer will assist in the AIPS Plateau3 stabilization and work on the Plateau4 implementation and post production support.


Functions / Key Results Expected


  • Responsible for development of RICE (reports/Interfaces/Customizations/Extensions) using various Oracle technologies (like OAF/ADF etc.), applicable middleware solutions and/or the Oracle ERP solution
  • Responsible for developing the custom bolt-on modules as required for implementation of Meetings & Travel solutions and Performance Management solutions and supporting these solutions
  • Plan and execute the test activities for these RICE components, in cooperation with key users, ensuring debugging and adequacy of the technical infrastructure, as well as data accuracy
  • Lead the deployment of these RICE components to the production environment
  • Provide administration and problem/performance analysis and resolution of any technical issue that might arise
  • Document the RICE components developed and hand it over to the maintenance and support departments in line with QA requirements
  • Help the vendor team in design and developing Oracle data migrations/conversions (both Master data and Transactional data) by providing legacy data mapping with the ERP data requirements, and provide support in any other related technology area as decided by reporting manager
  • Liaison with business team in testing the technical components to ensure the objects developed are meeting the business needs and facilitate the business sign off after successful testing
  • Participate in various testing cycles like CRP/SIT/UAT to assist the Vendor team in identifying the bugs and ensure the fixing of identified bugs and retest the same, so that the developed components/objects meet the business requirements

Qualifications and Experience

  • University degree in IT, computer science or related; Qualifying additional years of experience and relevant technical certifications in lieu of a degree may be considered;
  • A minimum of 5 years of relevant working experience with the following\:
    • Oracle Workflow Builder (2.6)
    • Oracle ERP implementation (Module setup, installation, personalization, etc.)
    • Oracle Developer Reports (10g)
    • Oracle Developer Forms (10g)
    • Oracle Discoverer 10g Desktop
    • Oracle Discoverer 10g Admin
    • HTML, VBScript
    • C/C


Remuneration

 

The remuneration for this consultancy is a daily fee of up to a maximum of € 310, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
