Context:

Under the direct supervision of the Chief of Mission (CoM) in Costa Rica and in coordination with relevant Headquarters (HQs), Donor Liaison Office and the Regional Office (RO), and in collaboration with COMs in all 8 programme countries, the Regional Conference on Migration and other relevant regional bodies, the successful candidate will be responsible for the overseeing to the Mesoamerica Programme strategy development and implementation, as well as development of complementary proposals to interested donors

The Mesoamerica Programme (Regional Program to Strengthen Capacities to Protect and Assist Vulnerable Migrants in Mesoamerica), established in 2010, covers all 8 countries in the

largest continuous migration corridor in the world: Belize, Costa Rica, El Salvador, Guatemala, Honduras, Mexico, Nicaragua and Panama. The programme builds the capacity of governments, civil society and a variety of regional bodies, including the Regional Conference on Migration and SICA, in order to develop strategies to promote regular, orderly and safe migration, and the adequate protection and assistance of vulnerable migrants. The Programme is viewed by the donor, the US Department of State (BPRM), as a key strategic programme to create innovative and sustainable migration governance in the region, including through advancing regional consensus around good practices, in a way that reduces high-risk migration that puts migrants at risk and expand regular migration options that benefit all. Page 1 / 4Core Functions / Responsibilities:

1. In close coordination with the CoM, support the development of regional strategic migration evidence-based policy and implementation opportunities in the region coherent with IOM’s mandate and policies, particularly the Sustainable Development Goals, the Global Compact on Migration and IOM’s role in the UN System.

2. In close coordination with the CoM and in collaboration with the Regional Office, advise States, regional bodies and the donor on national and regional migration trends, policies and legislative frameworks in collaboration with the Regional Thematic Specialists (RTS). 3. In close coordination with the CoM, and based on inter-State consensus, develop a multi-year strategy aiming at sustainability and driven by evidence-based policy and innovation, with a focus on quality assurance supported by a results-based management system, consistent with IOM’s mandate and policy priorities.

4. In close coordination with the CoM, develop and secure funding from traditional and new donors for innovative, high-impact initiatives, in close coordination with the relevant donors, government counterparts, public and private institutions, and project partners, ensuring compliance with donor interests and requirements.

5. Maintain regular liaison with international, governmental and non-governmental partners, and advise the Programme Country Offices on partner and donor priorities, resource mobilization, preferences and regional synergies in the field of migration.

6. Coordinate the effective implementation and overall management of the Mesoamerica Programme in coordination with IOM missions in the region and Regional Office, by monitoring the political, administrative and financial aspects.

7. Ensure the accurate monitoring and regular reporting to the COM and donor of the Programme’s compliance with the objectives set in project documents, M&E frameworks and work plans, and ensure overall compliance with donors’ contractual requirements, interests and expectations.

8. Supervise all project staff and consultants, ensuring high performance and human resource management.

9. Review and approve requests for direct assistance to vulnerable migrants, as well as Assisted Voluntary Returns.

10. Ensure processing, endorsement and submissions of project proposals, donor reports, partner agreements (Service Agreements, MoUs, LoAs and other types of contracts) and any other relevant documents, in line with specific internal requirements and procedures. 11. In coordination with the CoM and collaboration with the RO, represent IOM in Programme-related donor meetings, briefings, conferences, Regional Consultative Processes, national UN bodies, as well as meetings with donors, governmental partners, project partners, think tanks policy centers at the national and regional level.

12. Provide weekly briefings to the CoM on programme developments as well as on relevant national and regional developments that may have an impact on the work of IOM. 13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

Page 2 / 4• Master’s degree in Development, Political or Social Sciences, Law or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Liaison with donors, government counterparts, UN agencies and/or non-governmental organizations;

• Management of programmes on vulnerable migrant assistance, counter-trafficking and counter-smuggling capacity building;

• multi-country programme management an advantage; PRM donor experience an advantage; • Management of development or labor migration projects an advantage;

• Strategic and policy analysis;

• Clear report-writing and multi-country project development;

• Understanding of and experience working with international human rights instruments, tools and standards with the adaptation and implementation of the same in developing countries; • Excellent oral, writing and organizational skills.

Languages

Fluency in English and Spanish is required. Working knowledge of French is an advantage. Desirable Competencies:
