The Enterprise Content Management (ECM) project’s goal is to take a systemic approach that introduces and institutionalizes Electronic Content Management (including systems, policies, procedures, standards, guidance, and governance), providing improved document and records management and retention, improved search functionality, strengthened archives management, a new digital preservation capability, content reuse and repurposing, and collaboration across UNICEF. The project also seeks to reduce risks, improve usability of tools, provide significant cost and time savings, enable new organizational capabilities and comply with several audit recommendations. These goals will be implemented in keeping with the organizational strategy and information management requirements of stakeholders in various business areas.

BACKGROUND:

 

For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and development. The world's largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.

Therefore, MENA Regional Office is seeking dedicated, highly motivated, and proactive ICT Consultants experienced with Content Management to support MENA region in the migration process to the new ECM platform.

 

OBJECTIVE:

 The purpose of this consultancy is to support all business areas throughout UNICEF’s zonal offices, through the content migration process.

The Regional IT Chief will have day-to-day supervision of the Content Migration Consultants, while the efficacy and outcome, along with the project plans will be jointly overseen by the Regional IT Chief and the ECM Senior Project Manager.

  

DESCRIPTION OF ASSIGNMENT:

 Perform a document inventory of Shared Drives (SDs), SharePoint Libraries, and other file repositories.

  • Implement the ECM-recommended naming convention on existing content.
  • Implement the ECM-recommended folder structure on Shared Drives.
  • Analyze content with support from the ECM team and the local Subject Matter Experts and Content Owners
  • Lead the content migration from shared drives and teamsites into the ECM system, ensuring that content used by the offices within the past twelve months along with content identified by the offices has been prepared for and migrated in keeping with the standards identified and documented by the ECM project team
  • Perform other tasks related to the successful accomplishment of content migration process.
  • Other tasks as needed.

 

KEY DELIVERABLES:

  • Content is mapped and prepared for migration to the ECM solution
  • Business areas are supported in a collaborative manner in line with ECM project goals
  • Participate in regional and country discussion forums
  • Migrate all content as approved by business owners to ECM system for go live date
  • Ensure that Offices have the content they require migrated into the ECM system on the day that the system rolls out to the office.

REPORTING REQUIREMENTS:

 The consultant is expected to submit a detailed update report on a bi-weekly basis to the Regional IT Chief and Senior Project Manager – ECM, in accordance with a detailed project plan.

 

TRAVEL CONSIDERATIONS :

 For individual contractors and consultants, all travel arrangements to commence the assignment, including insurance and visas, will be managed and paid by the individual.  Therefore, expected travel costs must be included as a budget item in the financial proposal.  Should “mission travel” be required, UNICEF will manage and pay for travel via Travel Authorization.  However, this will be subject to the following prerequisites:  Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant.

Travel cost shall be calculated based on economy class travel, regardless of the length of travel.  Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC at http://icsc.un.org).  The consultant must travel on UNICEF approved airlines.

 

QUALIFICATION REQUIREMENTS:

1. Education: A university degree in information management, computer science, or data related field or equivalent experience.

2. Work experience:  A minimum of three (3) years of relevant experience working with unstructured or structured information

3. Technical knowledge:

  • Understanding of SharePoint required.
  • Experience with Windows Server file and folder management systems and tools required.
  • Experience in large-scale content migration in complex operating environments required.
  • Working experience with international industry best practices in document and records management desirable.
  • Experience in document taxonomy desirable.
  • Industry Certifications desirable: (PMP, PRINCE2).
  • Strong attention to detail.
  • Demonstrated ability to build and maintain work relationships.
  • Strong interpersonal and listening skills.

4. Language: Fluency in English is required. Working knowledge of Arabic or French is an asset.

PAYMENT SCHEDULE:

Monthly payments:  Lump sum payment will be made monthly upon the receipt of a monthly progress report, inclusive of all professional fees, daily allowances, living allowances, and other administrative costs.  Overtime, weekend and official holidays will not be compensated, nor will any holiday/leave time be granted.

 

EVALUATION PROCESS:
