UNICEF has been achieving important progress on education, child rights, nutrition, and WASH in the Democratic Republic of Congo (DRC). Challenges remain, though, and in spite of its vast physical size and limitless natural resources, the DRC poses a complex operational environment in terms of infrastructure challenges. Child poverty is widespread, and according to a recent UNICEF study, 80 percent of children aged zero to 15 years old face at least two major deprivations.

UNICEF DRC has been reaching severely malnourished children with therapeutic food. We are also working on preventing malnutrition by training mothers and caregivers on infant and young child feeding practices and providing vitamin A supplements and deworming tablets. In addition, we are working with partners to boost effective interventions in the area of reproductive, maternal, newborn, child and adolescent health. In provinces featuring very high child mortality, UNICEF DRC has been helping to scale up family kits and community case management of child illnesses. With support from UNICEF and other partners, DRC has sustained its polio-free status and reduced measles outbreaks.

How can you make a difference?

On behalf of the Inter-Agency Standing Committee (IASC) Humanitarian Coordinator (HC) in DRC and UNICEF DRC Country Office as the lead agency for the IASC Nutrition Cluster and in collaboration with the Ministry of Health of DRC, the National Nutrition Cluster Coordinator will facilitate a timely and effective nutrition response at national and ensure that the capacity of national and local institutions is strengthened to respond to and coordinate emergency nutrition interventions that demonstrate results and impact achieved. Accountable for formulation, design, planning, implementing, monitoring and evaluation of Community Management of Acute Malnutrition (CMAM) related project(s) to ensure overall efficiency and effectiveness of the project management, delivery and accomplishment of project goals and objectives.

Under the overall direction of the Representative, and under the direct supervision of the UNICEF Senior Nutrition Specialist, the Nutrition Cluster Coordinator will ensure continuation of a more effective response capacity by mobilizing agencies, organizations and NGOs to respond to the humanitarian crisis.

 

Core cluster functions (Cluster Coordination Reference Module, IASC, 2015):

1. To support service delivery by:

  • Providing a platform that ensures service delivery is driven by the Humanitarian Response Plan and strategic priorities.
  • Developing mechanisms to eliminate duplication of service delivery.

2. To inform the HC/HCT’s strategic decision-making by:

  • Preparing needs assessments and analysis of gaps (across and within clusters, using information management tools as needed) to inform the setting of priorities.
  • Identifying and finding solutions for (emerging) gaps, obstacles, duplication and cross-cutting issues.
  • Formulating priorities on the basis of analysis.

3. To plan and implement cluster strategies by:

  • Developing sectoral plans, objectives and indicators that directly support realization of the overall response’s strategic objectives.
  • Applying and adhering to common standards and guidelines.
  • Clarifying funding requirements, helping to set priorities, and agreeing cluster contributions to the HC’s overall humanitarian funding proposals.

4. To monitor and evaluate performance by:

  • Monitoring and reporting on activities and needs.
  • Measuring progress against the cluster strategy and agreed results.
  • Recommending corrective action where necessary.

5. To build national capacity in preparedness and contingency planning

6. To support robust advocacy by:

  • Identifying concerns, and contributing key information and messages to HC and HCT messaging and action.
  • Undertaking advocacy on behalf of the cluster, cluster members, and

7. Accountability to affected population.

 

Qualification of Successful Candidate

  • Education: Advanced university degree in Nutrition and / or Public Health or other related emergency and/ or humanitarian fields.
  • Work Experience: Five years of relevant professional work experience. Developing country work experience. Background in emergency. Past experience as cluster coordinator is an asset. Experience in monitoring gender inequalities and in programming interventions that reduce these inequalities an asset. Gender, and nutrition in emergencies skills/ experiences are additional assets. Knowledge of the Cluster approach guidelines and terms of Reference (and knowledge of how to apply them).
