The Expert Deployment /NORCAP (ED/N) department works with international, regional and national partners to reinforce capacity to prevent, prepare for, respond to and recover from crisis.  This includes several thematic  projects , with specialised expertise in protection, gender, needs assessments, climate services, human rights, democracy and peace building, cash and markets.  The department is responsible for managing and implementing over 40 different partner agreements and supported   800 missions in 2016. In total, the ED/N manages approximately 1100 roster members, undertakes 150 recruitment processes and has at any given time approximately 250-300 people deployed in the field in more than 70 locations across the globe. ED/Ns projects are funded by a variety of donors including the NMFA, ECHO, SIDA, OFDA and  different UN agencies.

 

The EDN Deployment section is responsible for the effective deployment of all rosters and projects, including NORCAP, NOROBS, NORDEM, GENCAP, PROCAP and other specialised rosters. The section is responsible for prioritising incoming NORCAP requests based on an extensive needs analysis where the information both from partners, information from field visits, deployee reports and other available analysis. Staff care is central for all the activities of the section. The deployment process further includes briefing, administrative arrangements, security arrangements, performance monitoring, daily support and debriefing of all deployees. In addition it is important to ensure at ay given time work flows across the department. The Section handles between 250-300 deployments across all rosters at any given time, and approximately 800-1000 missions per year with EDNs partners. The section is responsible for budgeting and quality assurance of expenditure of funds valued at approximately NOK 200 mill per year, and currently consists of 13 staff.

 

Job description

  • Drive strategic development within existing and new projects related to the deployment process in close collaboration with relevant partners (UN, AU, TIPH etc)
  • Ensure budget control for a majority of NORCAP’s deployments, equivalent to 150M NOK.
  • Secure efficient working processes, including streamlining of the deployment process and enhance internal synergies and sharing of best practice within section and across department
  • Systematise, collect, analyse and share information from the field (geographic/thematic)
  • Ensure relevant contributions to funding proposals and annual reports
  • Responsible for prioritisation of incoming NORCAP requests in line with ED/N strategies and annual plan
  • Responsible for development of criteria concerning selection of candidates for NORCAP missions
  • Prepare, deploy and follow up deployments, and provide day-to-day HR support (incl handling personnel cases, debrief and security) to all ED/N deployees
  • Develop, follow up and report on strategy and action plans in line with NRC strategic direction and within the NORCAP mandate

 

Qualifications:

  • Relevant higher education, and minimum 5 years of relevant experience within the field of expertise
  • Competence in project management and leadership
  • Professional knowledge of humanitarian principles
  • Relevant international knowledge and experience an advantage
  • Experience from working in complex and volatile contexts
  • Knowledge about own leadership skills/profile
  • Strong knowledge of standard ICT systems and tools
