The Communications Consultant will develop and support the design of a communications plan which will be implemented for the period of 4 months and is geared to: • Advocate for the Inter-Agency Regional Joint Programme to End Child Marriage and Early Unions in Latin America and the Caribbean launched in 2017 by UNICEF, UNFPA and UN Women, related issues, raise awareness and influence public opinion; • Maximize media outreach and contribute to the mobilization of strategic support for combatting End Child Marriage and Early Unions (CMEU).

SCOPE OF WORK, RESPONSIBILITIES

The Communications Consultant will develop and support the design of a communications plan which will be implemented for the period of 4 months and is geared to:

  • Advocate for the Inter-Agency Regional Joint Programme to End Child Marriage and Early Unions in Latin America and the Caribbean launched in 2017 by UNICEF, UNFPA and UN Women, related issues, raise awareness and influence public opinion;
  • Maximize media outreach and contribute to the mobilization of strategic support for combatting End Child Marriage and Early Unions (CMEU).

Brief Overview

Regional Programme Goals: Prevent and end CMEU by expanding options for girls and promoting gender equality through education, protection and social inclusion measures as well as access to key public services. 

Through actions to transform unequal gender norms, attitudes and practices, the programme aims to make visible the benefits of a region free of CMEU

Set out a roadmap for Girls’ Empowerment in the Region.

Summary of Key Functions

Under the direct supervision of the Regional Gender Advisor and Communication specialist, the consultant takes the lead on the development of a high-quality communications plan and related materials. The consultant will be responsible for carrying on the following tasks:

  1. To develop a 4-month communication workplan in coordination with the interagency technical focal points.
  2. To coordinate the production of materials (print, photos, video, text, infographics, banners, publications and any other communication pieces as needed).
  3. To produce a traditional and social media plan accordingly including a distribution plan based on target audiences
  4. Contribute to the design of the first guidelines of a communication strategy 2018-2021 for the joint program in coordination with the interagency technical focal points
  5. Work in close coordination with the regional communication´s focal point identified to accompany this consultancy.

Duration, fees and payment schedule

The duration for the contract is estimated to be 4 (four) months starting on the date of the signature of the contract. The fee for this institutional consultancy will be paid in phases based on the expected products:

Reporting responsibilities/ Supervision

The consultant is expected to work under the supervision of the Regional Gender Advisor and the Communication Specialist. As this consultancy is part of an inter-agency activity, reviews/comments will come from the interagency team trough UNICEF.

Qualifications and specialized knowledge, experience required

  • At least 5 years of experience in the communication field producing strategies and implementing plans.
  • Knowledge and work experience in the production of communication materials

The competencies of the consultancy should include:

  • Excellent oral and communication skills.
  • Strong conceptual and analytical skills.

Education

  • Advanced degree from a recognized university in Social Communication, journalism or related areas.

Language

Spanish will be the working language. Material will also be produced in Spanish.

Consultant’s workplace:

The consultant will work from his/her home and will coordinate and participate permanently in a number of face to face meetings, for that reason should be based in Panama City.

Honoraria and Fees:

Applicants are requested to submit an economic proposal based on the deliverables above. All fees will be paid upon full satisfactory delivery of services included in the contract. Application must include CV.
