DCP is the operational arm for ITC's technical cooperation. It has primary responsibility for liaison with countries benefiting from ITC assistance, for coordinating ITC's field-level activities, including relations with field-based donors and ensuring responsiveness of ITC's programmes to national and regional trade promotion needs and priorities. The Division leads and coordinates ITC's "Needs assessment and programme design" core service and its functions involve all areas of ITC's mandate. The Division is responsible for the programming and overall management of regional and country-specific, multi-disciplinary projects which are implemented in close coordination with the other substantive divisions.

The Office for Africa, one of DCP regional offices, has developed the “Youth Empowerment Project” (YEP). YEP aims to contribute to the economic development of The Gambia by improving the employability of the youth population of the country, especially potential and returning migrants. The project takes a market-led approach to create employment opportunities and will simultaneously upskill the workforce in line with the demand of the market place. This project directly supports the development of the local economy by enhancing the employability and self –employment opportunities of the youth, with a focus on vocational training and the creation of micro and small- sized enterprises, and creating and improving employment opportunities for the youth in selected sectors through value addition and the internationalization of small enterprises. YEP has two components:

1. Improved employability and self-employment opportunities for the youth;

2. Increased employment opportunities along selected value chains.

Under the direct supervision of the Chief, Office for Africa, and the overall guidance of the Director,

Division of Country Programmes, the successful candidate will provide support to the Chief, Office for

Africa through project coordination (such as needs assessment and related reporting within ITC and

to key development partners for example), strategic section planning, as well as assisting in the

production of various written outputs, presentations, background research and related papers. More

specifically, the candidate will conduct the following relation to the YEP and may be called upon to

provide assistance in any other project in the region:

  • Develop, implement and evaluate assigned programmes/projects, etc.; monitor and analyse programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.
  • Perform consulting assignments, in collaboration with the client, by planning and facilitating workshops and other kinds of interactive sessions and ensure that inputs/intelligence gathered are used to feed into corrective measures wherever required.
  • Motivate, guide, coach and empower staff reporting to him/her; anticipate and resolve conflicts.
  • Research, analyse and present information gathered from diverse sources.
  • Coordinate policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Generate survey initiatives; design data collection tools; review, analyse and interpret responses, identify problems/issues and prepares conclusions.
  • Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provide substantive backstopping to consultative and other meetings, conferences, etc., Identify client needs and translate them into solutions strategic objectives and comparative advantages; include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiate and coordinate outreach activities; conducts training workshops, seminars, etc.; make presentations on assigned topics/activities.
  • Lead and/or participate in large, complex field missions, establish rapport quickly including provision of guidance to external consultants and government officials; listen and engage others in drafting missionreports , etc.
  • Resource mobilization and financial management (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Perform other duties as required.

E LIGIBILITC RITERIA

EDUCATION : Advanced university degree (Master’s degree or equivalent) in business administration,

management, economics or a related field.

Note: A first-level university degree in business administration, management, economics or a related

field may be accepted with an additional two years of relevant professional work experience.

W ORK EXPERIENCE : A minimum of seven years of relevant professional work experience in project or

programme management including coordinating technical assistance programmes. Previous

experience with stakeholder institutions and agencies in West and Central Africa is an advantage.

L ANGUAGES : Advanced knowledge of English with a working knowledge of French is required.

R EQUIRED K NOWLEDGE AND SKILLS:

Demonstrated ability in mobilizing financial resources for TRTA initiatives. Ability to administer

budgets, train and work effectively with counterpart staff at all levels and with all groups involved in

a project. Also, ability to effectively coordinate a large, multi-stakeholder project.

D ESIRABLE KNOWLEDGE AND SKILLS:

T ERMS OF SERVICE

Appointments with ITC are service-limited to this organization. The conditions of service are governed

by the United Nations Staff Rules and Regulations. This is a fixed term appointment.

INDICATIVEA NNUAL SALARY AT THE P-4 LEVEL

Annual Salary (net of tax)

Starting from 70,647US$, with annual increments subject to performance.

Post Adjustment

In addition to the above annual salary a monthly post adjustment is paid. The rate as at November

2017 is 26.9% of the monthly salary. This percentage is to be considered as indicative since

variations may occur each month either upwards or downwards due to currency exchange rate

fluctuations or inflation.
