Background Information – Cambodia

UNOPS established its Cambodia Office (KHOH) in early 2013 which oversees a diverse set of projects/programs that includes a multi-donor funded project to support the Extraordinary Chambers in the Courts of Cambodia (ECCC) known as the Khmer Rouge Tribunal, the Malaria Programs funded by the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM), the Regional Ardemisinin Initiative (RAI), advisory services to the Ministry of Agriculture, Forestry and Fisheries, Governance related projects funded by the EU as well as nutrition related initiatives.

UNOPS KHOH is also overseeing business activities and providing support and services to UNOPS operations in other countries, especially within the Mekong Region and the Philippines.

UNOPS KHOH is in the process of expanding its area of engagement in cooperation with its development partners, focusing mainly on a portfolio comprised of projects and programs in the infrastructure, governance, procurement, justice and agricultural sector and subsequently is looking for qualified and committed experts.

Functional Responsibilities

The role of the position is to support project design and implementation, partnership coordination/engagement and quality assurance of the business development unit vis-à-vis portfolio expansion.

Under the direct supervision of the Project Management/Business Development Specialist, the incumbent  is responsible for the following duties.

Project Development: The incumbent will support the overall Business Development Team through:

  • Support the BD Specialist in coordination with potential donors as well as development partners to aid in the identification and development of high probability projects.
  • Support the BD specialist in drafting of project documents including legal and financial documents vis-à-vis coordination with UNOPS management structure.
  • Support the BD Specialist in project compliance by providing up to date analysis of project progress
  • Assist the PM’s in grants management, including drafting of Call for Proposals, as well as project monitoring and evaluation.
  • Providing analysis of business protfolios to foster capacity building to organizations/grantees within the context of  KHOH’s project portfolio.
  • Support KHOH operations, enhancing the harmonization of projects while facilitating synergies with other team members

Project Implementation Support

Functionally, the incumbent will provide cross-unit support to the Cambodia Operations Center (KHOH) through proactive collaboration and support to a number of units including: Business Development, Project Managers, as well as supporting the focal point for grantees to ensure the smooth implementation of project activities.  In addition, the PSBDA will be tasked with  supporting the  maintenance logs and files vis-a-vis updating of the Project Management Office.

Portfolio and Partner Analysis: Coordinate with interns on an ad hoc basis to undertake portfolio and donor trend analysis support KHOH fact-based decision making.  This is to include both internal and external analysis to support strategic position, fund allocation as well as a synergy between corporate and country office operations.

Best Practice: Ensure UNOPS’ standards in project design, utilization of PRINCE2 approach, encouraging consistent working practices, and ensuring appropriate application of standards and templates.

Perform other related duties as required.

Education

  • Advanced University Degree (Master’s or equivalent) in Public Administration, International Relations, International Development, Business Administration, Programme Management, or another related field is required;
  • First Level University Degree (Bachelor’s or equivalent) in above discipline in combination with additional 2 years of relevant experience may be accepted in lieu of Master’s degree.
  • Knowledge of UNOPS project and business development approach is an asset.

  • Experience in Project Management Support, and knowledge of donor trends in the South East Asia Region is considered an asset.
  • Experience in Infrastructure projects and Engagements will be considered an asset
  • Experience with bilateral donors and/or international organizations is an asset

Languages

  • Fluency in English is required.
  • Fluency in other UN Languages is considered an asset

Contract type, level and duration

Contract type: International Individual Contractor Agreement
Contract level: IICA 1
Contract duration: 12 months initially, renewable subject to satisfactory performance and fund availability.
