Context:

Return, Recovery and Durable Solutions (RRDS) unit’s activities.

Somalia’s complex displacement context consists of approximately 2 million internally displaced persons, out of whom over 1.3 million are protracted IDPs, over 100,000 refugee returnees returning to Somalia in the last 3 years, and communities affected by displacement and disasters, with limited coping capacities to respond to these challenges. The RRDS unit focuses on supporting communities and local government to find locally owned durable solutions for IDPs, returnees and displacement affected communities.

Core Functions / Responsibilities:

1. Develop and update the Unit strategy, implementation modalities, and monitoring and evaluation (M&E) framework through close collaboration with other units of the mission, the Regional Office, national and local authorities, beneficiary communities and other relevant Durable Solutions stakeholders.

Page 1 / 42. Manage the day-to-day implementation of IOM Somalia RRDS projects in a timely manner, and be responsible for its financial, administrative and technical oversight in line with IOM policies and practices as well as donor requirements.

3. Work to position IOM, in accordance with institutional strengths and mandate vis-à-vis other Durable Solutions partners.

4. Represent IOM at relevant meetings (platforms related to Durable Solutions, Returns, Early Recovery, etc.) and with government and stakeholders relevant to the Unit. 5. Proactively create and strengthen linkages with the Camp Coordination and Camp Management programme.

6. Take responsibility for enhancing the capacity of staff within RRDS Unit and contribute to institutional learning at Somalia mission and global levels.

7. Ensure proper documentation and external representation of the Unit activities implemented, including that all supportive documents for the projects (distribution reports, way-bills, beneficiary registration, land agreements, etc.) are recorded.

8. Maintain oversight over project deadlines, financial and narrative reporting requirements in accordance with IOM Rules and Regulations and donor requirements.

9. Ensure timeliness and efficiency by regular and periodical monitoring of progress and budget utilization throughout implementation of the project activities; advise the management on corrective measures if necessary.

10. Regularly coordinate and share implementation update with the relevant units of IOM Somalia, UN agencies and donors for enhancing internal/external coordination and public relations.

11. Establish and maintain strong partnerships and timely liaison with implementing partners, the donor community, government entities, local authorities, UN agencies and other stakeholders on plans and implementation status as well as technical issues that may need to be addressed.

12. In close coordination with the Project Support Unit, develop concept notes, project proposals and budgets and actively liaise with existing and potential donors for funding opportunities for the Unit.

13. In close coordination with other units, particularly Displacement Tracking Matrix Unit, lead on developing an evidence base for programmes through research, feedback mechanisms and the application of Durable Solutions’ best practices and frameworks in the context of Somalia. 14. Supervise information management process related to Midnimo programme, in close coordination with UN Habitat.

15. Manage donor trips and external monitoring.

16. Performs such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Social Science or Business Administration or a related field from an accredited academic institution with five years of relevant professional Page 2 / 4experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Experience implementing returns and durable solutions programmes in a post-crisis setting, including project management at middle or senior managerial positions undertaking progressive responsibilities;

• Experience in resource mobilization, development of project designing, monitoring and evaluation with familiarity with the logical framework approach and proposal/report writing; • Experience in facilitation and coordination of training;

• Experience in handling sensitive situations and cultivate productive relationships; • Working experience in the Somali context an advantage;

• Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols, and experience working in a phase III or above security environment;

• Strong budgeting and general analytical skills and familiarity with financial management; • Experience in report and database required, preferably with Microsoft Access, graphic design and Power Point.

Languages

Fluency in English is required. Working knowledge of Somali and/or Arabic. Desirable Competencies:
