We are looking for a highly qualified candidate who is a creative, driven, passionate individual to fill in the Market and Skills Gap Assessment Consultant.

Who are we? 

DRC is an independent, non-profit organisation devoted, on the basis of humanitarian principles and human rights to securing the protection of refugees and internally displaced persons, and to promoting long term solutions to the problems of forced displacement. Operating since 2004 in Lebanon, DRC is currently delivering programming in protection, shelter, direct assistance, livelihoods, and community development interventions. Concerning livelihoods, DRC has implemented myriad programmes focusing on employability, support to business creation and Cash for Work. In 2018, DRC aims at improving its livelihoods programming by ensuring a better integration of the private sector. In 2018, DRC will implement a project in Arsal district of the Bekaa in response to the humanitarian needs of Refugees and host community population identified following the recent fighting in this area. The intervention will be focusing specifically on 1) Employability training and services; and 2) Shelter-led and/or productive assets income generation through Cash for Work (CfW). This includes access to skills trainings with the aim of creating quality, sustained and dignified employment, as well as engaging vulnerable individuals in short-term income generating opportunities. In this manner, displacement-affected populations, with a special focus on women and youth, will be more socially and economically self-reliant and resilient.  
 
DRC is looking for an experienced consultant (individual) to support in the identification of suitable livelihoods services to improve access to employment for vulnerable population in line with the project’s objectives and criteria. This includes conducting a quick market assessment as well as skills gap analysis and services mapping in the area of Arsal. 
To identify suitable livelihoods activities to be developed in support to displacement and conflict affected population in Arsal 
 
A - Market assessment: 
• What is the general market situation in the targeted area? 
• What are the main sources of income for the population per type of income (employment, daily workers, IGA, remittance, etc.), per socio-economic profile, per sectors type (B2B/B2C and formal/informal), per sector (agriculture, Craft, quarry, food, services, etc.)? 
• What is the unemployment situation in the targeted area? What are the different demographic profiles? (youth, women, elderly). 
• What are the main barriers to employment and/or business creation? 
• Based on the requirements and priorities, what would be the sector, value chain and type of economic activities to be prioritised? 
 
B – Skills gap analysis 
• What are the soft skills (literacy, HH management, etc) and technical skills of the targeted population? Including education level. 
• Based on the market assessment, what are the main skills missing for the current labour demand? What are the key skills necessary to support development of future market opportunities in the area and/or for potential return (IDPs and refugees)? 
• What are the current service providers of skills development in the area? Do they offer skills trainings on the identified skills? 
• What are the potential feasible soft/life skills and technical skills suitable for the project? Short cycle curriculum, low technical requirements, etc.

 

The study will be divided into three phases: 

A – Market assessment  
• Desk review (remote): the consultant will review existing resources to identify trends and macro-data to feed into the analysis; 
• Data collection (field): the consultant will use a mix of key informant interviews, focus group discussions, household surveys and market observations in order to answer the evaluation questions outlined above with the support and resources of DRC Monitoring and Evaluation team.  
B – Skills gap analysis 
• Desk review (remote): the consultant will review existing resources to identify trends and macro-data to feed into the analysis; 
• Data collection (field): the consultant will use a mix of key informant interviews, focus group discussions, household surveys and market observations in order to answer the evaluation questions outlined above with the support and resources of DRC Monitoring and Evaluation team.

 

Deliverables 

• A brief inception report (maximum 5 pages), which details the consultant’s understanding of the work and includes a concrete action plan for delivering the outputs. 
• A short findings brief report of the Phase I –market assessment that will be validated to go to Phase II (maximum 5 pages). 
• A short findings brief report of Phase II – skills gap analysis that will be validated to go to Phase III (including a value chain mapping and SWOT analysis) (maximum 5 pages). 
• A first draft final report which clearly and concisely presents the findings and actionable recommendations of all three phases (maximum 20 pages). 
• A final report taking into account the feedback provided by DRC with the different tools and processes used for this study (maximum 20 pages).

About you 
Required qualifications 
 
• An experienced consultant with demonstrable extensive experience in business development and market assessments; 
• Knowledge of formal and informal economic and market of the Bekaa highly advantageous; 
• Knowledge of agriculture advantageous; 
• Willingness to travel to the Bekaa and ability to work under challenging circumstances; 
• Ability to produce high quality analytical material in English. 
• Post graduate degree in development, economics, business, marketing and/or related discipline. 
• Fluency in English is compulsory. Proficiency in Arabic is also essential, otherwise the consultant must hire a translator

We offer 

 DRC will offer the successful applicant a 16 days contract, renewable dependent on both funding and performance. You must be available to start work from December 2017 and be willing and able to work in Bekaa with frequent travel to the field.  

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Consultants; please refer to www.drc.ngo under Vacancies. Daily fees will be based on experience and qualifications
