UN Coordination Analyst

The UN system in Tanzania is entering into area-based joint programming, in order to focus upon the challenges of specific geographical areas, in this case regions, where the degree of vulnerability and disadvantage distinguishes those areas from the rest of the country

Given the comparatively small and decreasing financial base of the UN in Tanzania, it is of growing importance to focus the limited resources geographically and jointly, in order to reach the maximum potential for the benefit of the most vulnerable populations with higher impact, and in keeping with the vision of leaving no one behind.

The region of Kigoma is the poorest region in Tanzania according to the latest national household survey from 2012, and also the only region which has experienced an increase in its relative poverty levels between 2001 and 2012. It also faces additional challenges being the largest receiver of refugees coming to Tanzania, both from Burundi and DRC. The total refugee population in Kigoma region is now up to 350 000 refugees. Despite some returns of Burundi refugees (about 9000), there is an equivalent increase in DRC refugees.

The UN Country Management Team (UNCMT) have therefore embarked on the UN Joint Programme for Kigoma, with an aim to increase the long-term development support to the host communities in the refugee hosting districts, and to bridge the gap between humanitarian and development, and between refugees and the host communities. This is being executed through a comprehensive and durable support to the region of Kigoma, looking at the priorities and needs of the region, and matching it with the comparative advantages of the UNCMT. The Kigoma JP started its operations as of 1 July 2017 and will run for 4 years until end of June 2021.

The UN Joint Programme forms part of the Comprehensive Refugee Response Framework, to which Tanzania is a pilot country. It also takes its base in the UNDAP II for Tanzania, the UN Development Assistance Plan, as well as the Sustainable Development Goals (SDGs) and the Tanzania Government’s 5-year strategy as well as the regional priorities for Kigoma.

The JP consists of the 6 themes of deforestation, youth and women’s economic empowerment, violence against women and children, education with a focus on girls and adolescent girls, WASH (Water, Sanitation and Hygiene) and agriculture with a focus on developing local markets. The programme is currently being financed through Participating UN Agencies core funds and Governments of Norway and South Korea (KOIKA).

In order to support coordination amongst members of the UNCMT and to facilitate the implementation, coordination and reporting of the new UN Joint Programme for Kigoma, the UNCMT has decided to establish one UN Area Coordinator (UNAC) for the Kigoma region with a small supporting team. The supporting team will consist of the UN Coordination Specialist (NOC – this TOR) who will report to the UNAC, as well as two national youth UN Volunteers. The UN Area Coordinator will be based in Kigoma town while the UN Coordination Specialist (this post) will be located in Kibondo together with the 2-national youth UNVs. The team also has access to the WFP carpool of drivers and cars in Kibondo.

• Support the lead agencies in their coordination of respective theme and provide the overall coordination support to the UNAC and to the JP including synergies between themes;
• Report to the UN Area Coordinator;
• Host visits from HQ and regional levels to Kibondo and the districts;
• Any other coordination task that will support the implementation of UNDAP II

• Liaise regularly with and support the Regional Administrative Secretary (RAS) and the District Executive Directors (DEDs) in Kasulu, Kibondo and Kakonko on coordination of all development actors in the region and districts;
• Host visits from donors and partners to the region and the Kigoma JP;
• Support the UN Area Coordinator in donor briefings and updates with partners.

• Ensure the participating agencies and the lead theme agencies are reporting on their progress in line with all requirements and in the UNDAP II results framework, as well as provide quality assurance and advice;
• Summarize the reporting for the Kigoma JP and present to donors and partners, including the regional and district levels;
• Ensure the Kigoma JP reporting is included in all necessary and relevant UN reports;
• Assisting UNAC in monitoring the Programme Budget.

• Provide Identification and synthesis of best practices and lessons learned directly linked to area-based programming and interventions and share these nationally and internationally through networks and presentations;
• Monitor practices, and JP-specific news and developments in order to ensure guidance to the participating UN agencies that reflects the best and most current available information;
• Participate actively in the UN Communications Group and strategy in order to disseminate messages and stories from Kigoma and the Kigoma JP.

• Master’s degree in Economics, Social Sciences, International Relations, Political Sciences or a related field. 

• Minimum 5 years of relevant experience at the national level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects; 
• Knowledge about UN coordination, the RC system and UN Delivering as One is a clear advantage; 
• Experience in the usage of computers and office software packages, experience in handling of web based management systems;
• Knowledge of and development experience from Kigoma is a merit.

• Fluency in English and Swahili
