ORGANIZATIONAL SETTING

ITC’s Division of Enterprises and Institutions provides trade related technical assistance (TRTA) to strengthen the competitiveness of small and medium-sized enterprises (SMEs) and their performance in international markets and related value chains, as well as supporting and developing thecapacity of the related Trade and Investment Support Institutions (TISIs). The division also provides TRTA in relation to sector development from a market-led perspective, enhancing the competitiveness of sectors by working with producers, trade and investment support institutions, policy makers and buyers. DEI contributes to ITC’s focus on sustainability and inclusiveness, in particular by empowering women, youth, and poor and vulnerable communities in production as well as in trade. Within this institutional context, the Sustainable and Inclusive Value Chains Section (DEI/SIVC) delivers demand-driven solutions to:

• Support and foster environmental sustainability and social inclusiveness of women, youth and poor & vulnerable communities in production and trade with a particular focus on the base of the pyramid of which the many are rural dwellers in poor countries. • Strengthen sustainability and inclusiveness in value chains in strategic alliances with related key stakeholders

• Animate platforms aimed at bringing SMEs to markets and be integrated with international value chains, with a view of ensuring broader and more sustainable impact beyond outcomes of related project interventions.

• Strengthen networking and advocacy among key private and public actors with a joint aim of supporting sustainable and inclusive production and trade in relation to international value chains.

RESPONSIBILITIES:

Under the direct supervision of the Director, Division of Enterprises and Institutions and the overall guidance of the Deputy Executive Director, the Chief, Section of Sustainable and Inclusive Value Chains will be responsible for the following duties:

• Lead and mentor the SIVC team to deliver efficient and impactful trade related technical assistance aimed at fosteri ng environmental sustainability and social inclusiveness in production and trade in international value chains.

• Oversee programmatic/administrative tasks necessary for the functioning of the section, including preparation of budgets, assigning and monitori ng of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results -based budgeting and evaluation of staff performance.

• Develop strategic alliances and foster the development of mutually benef icial network relationships with private and public sector partners including funders, technical agencies, private sector foundations, multinationals and non-governmental organizations.

• Foster teamwork and communication among staff in the Section and acros s organizational boundaries to ensure resources are harnessed to meet organisational goals.

• Advocate and promote ITC’s portfolio of SIVC related offerings and services –and ensure continued relevance of these for key stakeholders.

• Represent ITC at international, regional or national meetings and related fora providing programmatic and substantive expertise, fostering networks to enable fruitful dialogues and collaboration to enhance sustainability and inclusiveness in production and trade, advocating the importance of mainstreaming approaches and establishing ITC as an authority in methodologies to measure sustainability impact of projects and related TRTA activities.

• Build and provide technical expertise to foster sustainability and inclusiveness in international value chains and underlying production.

• Oversee the design, development and delivery of new products and services, in support of the above.

• Develop ITC's profil e as a centre of excellence in supporting inclusive and sustainability approaches by contributing to the identification, documentation, dissemination and implementation of related good and efficient practices.

• Perform any other related duties as required.

ELIGIBILITY CRITERIA

EDUCATION : Advanced university degree in economics, sociology, law, political science or other relevant area.

Note: A first-level university degree in economics, sociology, law, political science or related field may be accepted with an additional two years of relevant professional work experience.

WORK EXPERIENCE: A minimum of 10 years relevant professional experience. Senior management and advisory experience in a proven leadership role in a relevant context to the above indicated duties and responsibilities. Experience in high- level organizational representat ion and advocacy.

Experience in facilitating dialogues, and providing advice and capacity building to projects and constituencies in different countries and across different cultural backgrounds. Practical experience in designing and leading complex impactful projects and programmes.

LANGUAGES: Advanced knowledge of English. Working knowledge of French or Spanish is an asset.

 

REQUIRED KNOWLEDGE AND SKILLS:

• Knowledge of key societal factors and drivers affecting sustainability and inclusiveness a positive as well as negative way.

• Thorough knowledge of key elements and factors in the local business ecosystem as well as within the national business environment and related regulatory framework that contribute to fostering competitive micro, small,and medium enterprises (MSMEs) in an inclusive and sustainable manner.

• Ability to identify needs of MSMEs and translate them into improvement solutions based on ITC’s priorities and competency areas, strategic objectives and comparative advantages.

• Ability to establish clear objectives, monitoring and evaluation competencies.

• Knowledge of key issues in related institutional capacity building and the institutional interface with trade development programmes aimed at sustainability and inclusiveness, in particular women in trade.

• Ability to analyse and interpret national trade issues, performance and trends, relevant statistical data and other information to draw objective conclusions and make practical recommendations.

DESIRABLE KNOWLEDGE AND SKILLS:

• Awareness of bilateral, regional, multilateral and intergovernmental organizations concerned with

trade, inclusiveness and sustainable development.

TERMS OF SERVICE

Appointments with ITC are service-limited to this organization. The conditions of service are governed

by the United Nations Staff Rules and Regulations. This is a fixed term appointment.

INDICATIVE ANNUAL SALARY AT THE P-5 LEVEL

Annual Salary (net of tax)

Starting from 84,721US$, with annual increments subject to performance.

Post Adjustment

In addition to the above annual salary, a monthly post adjustment is paid. The rate as at November

2017 is 74.7% of the monthly salary. This percentage is to be considered as indicative since

variations may occur each month either upwards or downwards due to currency exchange rate

fluctuations or inflation.
