Context:

Under the overall direction of the Chief of Mission in South Sudan, the direct supervision of the Head of Operations and in close coordination with the relevant units in the mission, the successful candidate will be responsible for the implementation of the Displacement Tracking Matrix (DTM) in IOM South Sudan while providing DTM coordination support to other missions in the Region as required.

Core Functions / Responsibilities:

1. Oversee and manage the Displacement Tracking Matrix (DTM) Programme in South Sudan. Support regional roll out and implementation of DTM as needed.

2. Lead the development and maintenance of a data collection and management strategy for IOM South Sudan.

3. Oversee the implementation of the DTM portfolio in South Sudan including but not limited to Biometric Registration and Verification, Flow Monitoring, Mobility Tracking, Intentions Surveys and Village Assessment Surveys based on context and displacement analysis and in line with humanitarian and transition stakeholder priorities.

4. Collaborate closely with IOM programme units and humanitarian and transition partners to Page 1 / 4optimize the utility and impact of DTM, particularly in relation to rapid response missions, programme planning and linkages to transition programming, including integration of protection and cross- cutting indicators.

5. Liaise with relevant Government of South Sudan authorities including the Relief and Rehabilitation Commission (RRC), UNMISS, United Nations (UN) agencies, Non-Governmental Organizations (NGOs), Donors and other stakeholders on matters related to displacement data collection and management.

6. Oversee the drafting of all required DTM reports and information products, including, but not limited to, analytical and statistical reports, mobility tracking profiles, maps, conflict and displacement analyses, flow monitoring reports and other relevant products. 7. Ensure information sharing and dissemination of DTM products to all relevant channels in line with Data Protection Policies.

8. Supervise programme staff, and prepare and organize appropriate training for data collection teams on issues related to DTM operations including methods and procedures. 9. Ensure compliance of the information management systems and infrastructure as per IOM IT policies, standards and best practice for high performance, reliability and information security. 10. Participate in and present information at coordination meetings, including the Inter-Cluster Working Group (ICWG), related to DTM. Conduct regular presentations to and consult with the ICWG on DTM quarterly priorities to drive DTM operational planning in coordination with DTM field offices and ICWGs.

11. Collaborate closely with the Coordination and Common Services (CCS) Cluster on developing the Humanitarian Response Plan (HRP) and advocating for DTM funding allocation, particularly through the South Sudan Humanitarian Fund (SSHF).

12. Collaborate closely with the IOM Programme Support Unit (PSU) and Head of Operations to develop and present project proposals to donors.

13. Collaborate closely with the Resources Management Unit (RMU) to draft, finalize and manage project budgets and financial requirements.

14. Undertake field assessment and monitoring missions as required to maximize performance of DTM field activities.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Previous experience on Displacement Tracking and Monitoring, Capacity Building and Information Management is a requirement;

• Ability to work with a number of staff and multi-component programmes;

• Previous experience working in hardship duty stations;

Page 2 / 4• Computer knowledge use including Microsoft Office, Google Earth and ability to use internet and email;

• Knowledge of Open Data Kit (ODK), KoBoCollect applications, BRaVe and use of PDAs; • Familiarity with mobile data collection technologies and GPS an advantage. Languages

Fluency in English is required. Working knowledge of Arabic is an advantage. Notes

Internationally recruited professional staff are required to be mobile.
