Department Overview

The USAID-funded Zambia Community HIV Prevention Project (Z-CHPP) supports the Government of Zambia to reduce new HIV infections through increased adoption of high impact HIV services and protective behaviors among at-risk populations, using evidence-based and locally owned solutions and in close partnership with a range of local Zambian organizations and institutions.

Position Purpose

The Deputy Chief of Party (DCOP) directly assists the USAID/Z-CHPP Chief of Party (COP) to provide technical and strategic leadership and oversight of project implementation and management. The DCOP shall have complementary technical skills and experience to the COP. S/he reports directly to the COP, and assumes full responsibility for the project in the absence of the COP. S/he collaborates with the COP to ensure that program objectives are met, all activities are responsive to the needs of the country, and the program continues to advance and play a key role in contributing to Pact's programming in Zambia.

Key Responsibilities

• Provide technical leadership and expert advice to the USAID/Z-CHPP COP and project team on strategies to support government, civil society and community partners to more effectively plan and deliver HIV prevention interventions for priority populations.Be fully conversant on global best practices and evidence-based approaches in HIV prevention and impact mitigation to develop and adapt for the Zambian setting.
• Coordinate development, implementation, monitoring and reporting on all USAID/Z-CHPP work plans.
• Oversee technical assistance and capacity building to local partners for delivery of community-based HIV prevention interventions, strengthening of local referral systems, and overall achievement of USAID/Z-CHPP objectives and targets.
• Assist in supervising and coordinating the sub-grant management process, including advice on assessing the programmatic potential of proposed grants, and establishing appropriate procedures for project funds.
• Work with COP and other team members to ensure that all project deliverables are met in a high quality and timely fashion.
• Supervise key technical staff directly and liaise with relevant technical and program staff from eight partner organizations.
• Ensure compliance with all donor, Pact, and project-specific policies.
• In collaboration with the COP, represent the project with the donor, the Zambian government, and national policy actors and maintain positive relations
• Perform other duties as assigned

Basic Requirements

• Master’s Degree in public health, social/behavioral sciences, or related field;
• Minimum ten years of progressively increasing responsibility working in public health in the areas of health communication, promotion, and/or education, with an emphasis on HIV prevention;
• Demonstrated management skills, including relevant experience in direct supervision of professional staff;
• Demonstrated ability to establish and sustain professional relationships, and to work collaboratively with host government agencies, civil society and community-based organizations, and other donors;
• Depth and breadth of knowledge of and experience in HIV prevention and health behavior change;
• Strong organizational skills including task and time management;
• Familiarity with PEPFAR programming.

Preferred Qualifications

• Proven leadership in the design, management, implementation and monitoring & evaluation of large and complex international donor-funded programs. Leadership roles in implementing USAID-funded projects strongly preferred.
• Demonstrated experience with gender and social inclusion (GESI) mainstreaming approaches strongly preferred
• Knowledge of USAID policies and procedures preferred
