Consultant: Enhancement of the National Training Program on Mainstreaming Early Childhood Care and Development (ECCD) in Local Government Units (8 months)

Under the direct supervision of UNICEF and DILG, the consultant will provide technical assistance in enhancing the contents and tools of the Training Program on Mainstreaming Early Childhood Care and Development (ECCD). This includes the development of a compendium of good ECCD practices and the design of appropriate modalities for institutionalizing the training program.

Major Tasks

  • Prepare a detailed work plan.
  • Enhancement of the Training Program (Manual) on Mainstreaming ECCD in LGUs both at the city/municipal and barangay levels.
    • Enhance/revise the Training Manual based on a review of key outputs, documentations, feedbacks and existing planning and programming tools on children.
    • Conduct field testing of the revised Training Manual.
    • Finalize the Training Manual based on the results of the field tests and comments from UNICEF and other government partners.
  • Conduct an inventory of documented and undocumented ECCD innovations/success stories of LGUs at least 5 undocumented good ECCD practices. For the undocumented innovations/success stories, coordinate with concerned LGUs in documenting the practice using the Galing Pook Guidelines for documentation as reference.
  • Assess existing modalities of delivering training for LGUs and design modalities for ECCD mainstreaming training program.
  • Prepare materials for the orientation-training of partner institutions that will deliver the training to LGUs.
  • Prepare and submit final report.

 

Deliverables

  • Approved Work Plan
  • Enhanced Training Manual for LGUs at the municipal/city and barangay level
  • Compendium of Good ECCD Practices
  • Report on the assessment of existing training modalities and recommended appropriate training modalities for city/ municipal and barangay levels (Note: this will also input into the finalization of the Training Manual).
  • Materials for orientation-training of Partner Institutions including pre- and post-training evaluation form, presentation materials, etc.
  • Final report

 

Qualifications and Competencies of Successful Consultant

  • Advanced degree (Master’s or higher) in social sciences, community development, social work, public administration, governance or other related fields.
  • Knowledge in Early Childhood Education/Development or its equivalent an asset.
  • Minimum seven years of experience working in the development sector and handling similar projects. Preferably with NGO or UN experience.
  • Experience in conducting field work
  • Previous experience in ECCD (health, nutrition, early education, safety and protection of 0-5/8 years old) is highly desirable.
  • Knowledge of government planning processes is highly desirable.
