Job description

  • Assist Education Core Competency Specialist in development of Education CC Strategy, Technical Guidance and Macro Log-Frames;
  • Ensure that NRC’s education program remains in line with the MoUs and other relevant government policies and guidelines (e.g. CBE policy, Inclusive Policy);
  • Actively communicate and coordinate with other CC Specialists and relevant technical advisors and project coordinators to ensure integrated approaches across the themes;
  • Follow up on compliance with contractual commitments within the Education CC to ensure sound technical quality and synergies in EIE project implementation
  • Coordinate with key MoE departments, other relevant Ministries and government authorities, ANDMA, UN agencies, donor agencies and I/NGOs – Coordinate and support processing of the MoU with the Ministry of Education (MoE);
  • Seek additional funding/resources to Education program, in coordination with the Education CC Specialist, Grants Manager and Head of Programs;
  • Represent NRC in education Working and Sub Working groups at national level
  • Take active part and provide support to the process of proposal development, budgeting and planning activities;
  • Coordinate closely with other CC staff and facilitate integrated programming;
  • Support evidence-based learning for programme development and advocacy. Ensure that lessons learned are properly documented, effectively disseminated and where appropriate, incorporated into wider design and advocacy initiatives.
  • Conduct regular field visits to provide supportive supervision to all Education Programmes.
  • Compile, review and improve all Education reports to ensure high quality of information
  • Build capacity of the field staff to ensure they have skills to deliver programmes and objectives
  • Take active part and provide support to the process of proposal development, budgeting and planning activities.
  • Provide training and oversight to ensure proper understanding of cross-cutting issues such as Gender, Protection, Advocacy and Access aspects in the education projects and integration of same in projects;
  • Contribute to the development of an M&E framework for the Education programme that monitors the impact of projects and progress towards strategic operational and advocacy objective;
  • Work closely with the Monitoring and Evaluation (M&E) team to ensure Education work is contributing to all objectives across the priority quality areas.

Qualifications

  • At least four years of senior-level experience in humanitarian response within the education sector (At least one year of experience of responding in the first-phase of an emergency)
  • Bachelor Degree in Education, related field or an equivalent qualification;
  • Knowledge and experience working with tools and resources from the Interagency Network for Education in Emergencies (INEE) and in specific the use of the INEE Minimum Standards for Education.
  • Experience in educational planning (contingency planning) including education sector diagnosis, policy and strategy formulation, plan preparation and implementation.
  • Excellent English communication skills, both verbal and written.
  • Value based Commitment to the rights of children and youth to education in emergencies and recognition of the need for education in emergencies as a first-phase response
  • Ability to put aside one's own the organizational interests and work impartially serving all EiE WG members on equal terms
