Context:

Gender-based violence (GBV) is one of the most widespread but least-recognized human rights abuses, affecting both individuals and communities in the complex settings where IOM operates. Displacement, among many factors during a crisis, can exacerbate GBV-related risks. Activities and interventions to prevent and respond to GBV must be undertaken from the earliest stages of an emergency in a coordinated manner. As life-saving core emergency humanitarian actions, timely GBV interventions can remedy, mitigate or avert direct loss of life, physical and psychological harm or threats to a population and/or protect their dignity. In line with the commitments to the global Call to Action on Protection Against Gender-Based Violence in Emergencies, and in accordance with the IASC Guidelines for Integrating Gender-Based Violence Interventions in Humanitarian Action (2015), IOM has been working to improve GBV prevention, risk mitigation and response in its crisis operations worldwide. Multiple outbreaks of unrest in October 2016 and August 2017 in the Rakhine State of Myanmar triggered large influxes of Rohingyas crossing into Bangladesh through the borders in Teknaf and Ukhiya upazilas of Cox’s Bazar. Approximately 600,000 Rohingyas have crossed into Bangladesh since 25 August 2017, increasing the total Rohingya population residing in Cox’s Bazar town, Ramu, Teknaf, and Ukhia to over 800,000. Over half of the new arrivals are still living in spontaneous settlements with little access to aid, including shelter, food, clean water, and sanitation. Having no access roads to, or necessary drainage in, these spontaneous settlements compounds the challenge of reaching the new arrivals with necessary aid. IOM is working on improving road access and service provision.

As of now, this site is undeveloped and has no available services or capacity. Site planners and engineers are working on access roads and layout of this large site to allow provision of services. Until then, services and assistance are still required in the spontaneous settlements throughout Cox's bazar.

IOM also conducts the Needs and Population Monitoring (NPM) on behalf of the Inter-Sector Coordination Group, providing monthly assessments on the presence and demographics of displaced persons, population movement dynamics and rapid assessments of sectoral needs. In addition to scaling up its current operations, IOM wishes to strengthen and make more comprehensive its protection response, build on other sectors’ programmes and ensure protection considerations are mainstreamed in IOM’s current operations.

Under the overall supervision of Emergency Coordinator and direct supervision and guidance of Protection Officer (GBV), the Operations Officer (GBV) is to support the Protection Officer (GBV) within the coordination structures in country as well as address GBV from a programming perspective. To fulfil this function, the successful candidate will provide technical assistance to IOM Field Assistants and Coordinators on prevention and mitigation of and response to GBV in emergencies to strengthen GBV programming and coordination efforts in affected areas, with particular focus on field support.

Core Functions / Responsibilities:

1. Supervise the GBV project field team.

2. Provide technical assistance for IOM’s GBV programmes, including training on case management, to ensure IOM’s GBV programmes meet sectoral best practice.

3. Support the development and/or implementation of interagency coordination mechanism SOPs that define exchanges of information and interaction between site management-GBV-child protection-NPM actors.

4. Support the implementation of responses that promote the protection of women and girls, especially through site management operations.

5. Provide technical support, including training and coaching, to field-based teams on, Gender-Based Violence prevention and risk mitigation measures as well as case management and psychosocial support and psychological first aid, and on management of women friendly spaces as per minimum standards.

6. Conduct regular on-site visits and provide remote support to IOM’s other operational sectors in order to mainstream GBV prevention and risk mitigation and identify actions to support women and girl’s safety, health, wellbeing and empowerment.

7. Ensure that NPM and other assessments include GBV-sensitive indicators, and/or consolidate existing information on GBV risks to inform operational response. 8. Promote and facilitate the inclusion of GBV into humanitarian appeal processes and partner proposals.

Required Qualifications and Experience:

Education

• Master’s degree in Development Studies, Political Science, International Relations, Humanitarian Affairs, Public Health, Psychology or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience with either the UN and/or NGO, especially in emergency settings of progressively responsible professional experience in GBV in emergencies;

• Experience in the duty station of assignment is an asset.

Languages

Fluency in English is required. Working knowledge of Bangla is an advantage. Desirable Competencies:
