1.         Organizational context

 

(a)          Organizational Setting

 

The post is located in the Department for Transition and Developed Countries (TDC) in the Office of the Director General and Related Programs. TDC provides advisory services, capacity building and technical assistance towards the implementation of cooperation programs and the widespread access to, and use of, services provided by WIPO in Central European, Baltic States, Mediterranean, Caucasian, Central Asian and Eastern European and transition and developed countries, including small and medium-sized enterprises (SMEs) as well as universities and research institutions. The SMEs and Entrepreneurship Support Division (SESD) and the Non-Governmental Organizations (NGOs) and Industry Relations Section are also coordinated by TDC.

 

(b)          Purpose Statement

 

As Deputy Director, the incumbent acts as an adviser and provides support to the Director in determining the strategic direction of the Department and provides operational support in ensuring the effective implementation of the Department’s programs and activities on the effective use of the intellectual property (IP) system by Transition and Developed countries as well as in responding to the IP management needs of SMEs, universities and research institutions, NGOs and industry relations in WIPO Member States.

 

(c)        Reporting Lines

 

The incumbent works under the supervision of the Director of TDC Department.

 

 

2.         Duties and responsibilities

 

Within the delegated authority the incumbent will perform the following principal duties\: 

 

(a)  Advice the Director in determining the strategic direction of the Department for adequately responding to the needs, challenges and expectations of Transition and Developed Countries in making effective use of the IP system for achieving their economic, cultural and developmental objectives.

 

(b)  Monitor, evaluate and report to the Director on the implementation of programs and activities to support Member States in developing an innovation based economic growth model enabled by an innovative SME and research sector with the capacity to make effective use of the IP system. 

 

(c)  Assist the Director to effectively manage the Department’s portfolio of work with the appropriate and efficient deployment of human and financial resources and to that extent, determine priorities, manage risks and ensure the timely delivery of work products at the expected quality in accordance with results-based management principles and in keeping with the strategic goals of the Organization.

 

(d)  Provide strategic engagement and develop consultative networks with key stakeholders in target countries, including government authorities, international organizations, non-governmental organizations, industry, universities and public research institutes for ensuring the continuous improvement and development of the Department’s program of activities in response to the expressed needs of its stakeholders.

 

(e)  Support the smooth functioning of the Department by ensuring the proper coordination amongst its different organizational units, the effective flow of information from and to the Director and the timely delivery of work outputs including the coordination and preparation of internal planning, programming and reporting documents.

 

(f)   When so requested by the Director represent the Department and the organization at senior-level meetings, including of other organizations; provide substantive expertise, advocate WIPO policy, and provide authoritative advice and recommendations on specific aspects of the promotion of IPRs.

 

(g) Perform other related duties as required.

 

 

3.         Requirements

 

Education

       Essential

       Advanced university degree in law, business management, international relations, economics, engineering, science or equivalent. 

      

Experience

       Essential

       At least 15 years of professional experience in one or more of the following areas\: intellectual property, competition policy, industrial economics, innovation policy and economic development, technical assistance or public administration, of which at least five years of experience working in an international setting, whether with a United Nations program or agency, or other multilateral organization.

 

Languages

       Essential

       Excellent written and spoken knowledge of English and French.

 

       Desirable

       Knowledge of other UN official languages.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the January 2018 rate of 74.0%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
