Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

On 23 September 2015, IOM started the implementation of the border management project called “Enhancement of National Capacity for the Integrated Border Management in Azerbaijan” funded by the United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL). This technical cooperation project aims to consolidate Azerbaijan’s border management capacity to effectively manage migration and its borders, through enhanced intra- and inter-agency and cross-border cooperation. The project explicitly addresses issues such as the prevention of migration-related crime through information/risk analysis and intelligence-led law enforcement intervention, as well as the transfer of specialized expertise in document fraud. The project facilitates bringing border management systems and practices into closer compliance with international standards through further implementation of the Integrated Border Management (IBM) concept on Azerbaijan’s borders. The objective of the project is to enhance the capacities of the Azerbaijani border control authorities in line with international best practices. The expected outcomes are as follows:

• The strengthened capacity of the Government of Azerbaijan and enhanced levels of technical assistance will contribute to improving the level of integrated border management • Border management systems and practices shall be brought into closer compliance with international standards through the continued introduction of IBM’s concept at Azerbaijan’s borders

• Border surveillance and border control capacity of the State Border Service (SBS) shall be strengthened along sea and land borders

The main stakeholder of the project is the State Border Service (SBS) of the Republic of Azerbaijan.

The key role of the SBS in implementing this project is the provision of relevant documentation and information, arranging staff to attend trainings/study visits, as well as being available for meetings and discussions as required.

This 29-month technical cooperation project aims to consolidate Azerbaijan’s border management capacity to effectively manage migration and borders, through enhanced intra, inter-agency and cross-border cooperation.

Core Functions / Responsibilities:

The main project activities and progress to date are summarized below:

1. Conducting a needs assessment for the establishment of the IBM model in Azerbaijan; 2. Designing specialized course programme(s) and delivering an Advanced Training of Trainers Course in seven modules. The ToT Course is accompanied by a Handbook and Curriculum tailor-made to the SBS covering above-mentioned seven modules.

3. Organizing a 2-day training for SBS and relevant state institutions to facilitate acquaintance with the new ICAO standards.

4. Purchasing technical equipment for the first and second line document examination for the use of the State Border Service.

5. Translating, printing and presenting updated version of the Passport Examination Procedure Manual (PEPM) from English into Azerbaijani, which will serve as a complementary tool for the SBS

6. Developing information sheet for sharing the experience of the State Border Service (SBS) and State Border Service Academy overseas

7. Developing, adapting and testing the tools and informative materials for the State Border Service (SBS) and State Border Service Academy

Evaluation Purpose:

The main objective of the evaluation is to analyse whether the planned activities and outputs of the project were achieved. Furthermore, it is essential that the evaluation highlights lessons learned and best practices for future programming.

Additionally, as a secondary objective, the evaluation aims to assess how effective and sustainable the achievements are likely to be in reaching the mid-term outcomes and long-term objectives, which are focused on better protecting victims of human trafficking. IOM will share the evaluation report with the donor of the project and participating institutions to demonstrate the value of the project, lessons learned and recommendations. Evaluation Scope:

From September 2015, IOM has been implementing the project “Enhancement of National Capacity for the Integrated Border Management in Azerbaijan.” The project was approved for a seven-month no-cost extension by the donor to conduct additional activities and respond to the external factors in achieving the project’s objectives. The no-cost extension would be required to finalize the activity on organizing a study visit to the United States to facilitate acquaintance of State Migration Service (SMS) officials with international practices. The delay in realizing the activity was caused by external factors. While the activity was planned in July 2017 for migration officials, the SMS stated its willingness to organize the visit at the highest level to enhance the Page 2 / 7collaboration between Azerbaijani and US officials in the areas of migration and border management. This was outside of IOM’s control and was not foreseen in the project design but it was a very positive development in enhancing the bilateral cooperation in the field of migration management. The project is now set to conclude on 23 February 2018. All activities are scheduled to be completed by the time of the evaluation, which is scheduled to start on 15 March 2018. The evaluation will therefore cover the entire implementation period, and the evaluation field visit will be carried out in Baku, Azerbaijan.

Evaluation Criteria:

The evaluation will focus on effectiveness, while also assessing relevance and efficiency of the project, in addition to the likely impact and sustainability of the project. Evaluation Questions:

The evaluation shall focus on the following specific questions:

i. To what extent were stakeholders consulted and involved in designing the project? Relevance

ii. Was the project in line with international and partner government policies and strategies on border management systems and practices?

iii. Do the expected outcomes and outputs remain valid and pertinent in terms of the beneficiary’s and stakeholders’ needs to which the project was designed to respond? Effectiveness

iv. To what extent and in which ways were stakeholders consulted and involved in the project implementation?

v. Have the project outputs and outcomes been achieved in accordance with the stated plans?

• What were the results of the trainings on professional development of the SBS staff, and how has it contributed to the SBS institutional capacity building programme? • Have the assessment report’s recommendations been followed up and

addressed during the implementation of the project?

• Have local stakeholders increased their capacities to address the challenges in combating irregular migration, migration related crimes, as well as cross-border crime? vi. Are the target beneficiaries being reached as expected?

Efficiency

vii. Was the project implemented in a most efficient way compared to the alternative means of implementation?

Impact

viii. What was the impact of the purchased equipment in the actual work performed by the SBS?

ix. What was the impact of the project in strengthening institutional capacity of the SBS? x. What was the impact of the project on IBM in Azerbaijan and preventing transnational crimes?

xi. Are the benefits generated by the project likely to continue once the external support ceases?

xii. Do the project partners have the financial capacity and are they committed to maintaining the benefits of the project in the long run?

xiii. Is the technology used appropriate to local conditions?

Evaluation Methodology

The following combination of data collection methods will be used in the evaluation: - Review of existing documentation (project documents, reports, assessment reports, manuals and handbooks, photos, information presented in the media);

- Semi-structured interviews with IOM staff responsible for the project implementation, NGO partners, government agencies and other stakeholders;

- Focus-groups with the SBS and other stakeholders.

The selected evaluator should develop an inception report (as needed), or at least an evaluation matrix to describe their understanding of the TOR and how they will conduct the evaluation. This should be submitted to the project manager following the document review phase. Finally, the evaluation must follow the IOM Data Protection Principles, UNEG norms and standards for evaluation and any other relevant ethical guidelines.

Evaluation Deliverables:

An inception report will be prepared by the evaluator and shared with IOM Azerbaijan. The report should include at minimum an evaluation matrix.

The evaluator should prepare a draft report to be shared with the IOM Azerbaijan and IOM’s Regional Office in Vienna for comments/feedback and to finalize the report based on the comments/feedback received.

The final report shall be written in English and meet good language standards, being grammatically correct, proofread and laid out well, consisting of more than 5000 words. The report will follow the same presentation logic and include, at a minimum, the information

described in the IOM Project Handbook template for evaluation reports: executive summary, list of acronyms, introduction, evaluation context and purpose, evaluation framework and methodology, findings, conclusions and recommendations. Annexes should include the TOR, inception report or evaluation matrix, list of documents reviewed, list of persons interviewed or consulted and data collection instruments.

The executive summary section of the final report will be converted into a Publisher version by IOM’s Regional Office in Vienna, and should therefore include a brief summary of the project being evaluated, the evaluation methodology, the key findings of the evaluation and recommendations.

Evaluation Work Plan:

The work plan of the evaluation will be as follows:

Page 4 / 7• Conduct desk research: gather and analyze reliable, relevant, and up-to-date information from all available sources (including project reports and information from non-governmental agencies and international organizations). The evaluator shall prepare an inception report to summarize the findings of the desk review and provide further details on methodologies to be used and/or any revisions to the methodology as required. This must be submitted to and approved by the project manager prior to the start of data collection. – 1 week

• Conduct interviews and focus-groups with IOM staff responsible for project implementation (the SBS and other stakeholders shall be covered by IOM)- 1 week visit (including travel dates) to Baku, Azerbaijan.

• Draft the report and submit to IOM Azerbaijan for feedback and further inputs – 1 week • Finalize the report and submit to IOM Azerbaijan – 1 week

Requirements

The evaluator will be an experienced consultant, who will be responsible for the overall evaluation process and the production of the evaluation report.

Evaluation Budget:

The costs of the evaluation will be covered by IOM as part of the implementation of the project. The expert fee in the evaluation budget is USD 5,000, which will be covered by IOM Azerbaijan. The costs including DSA, accommodation and other travel expenses incurred by the evaluator (in addition to the fee indicated above) to come to Azerbaijan to conduct interviews and focus-groups with the IOM staff responsible for the project implementation, SBS and other stakeholders shall also be covered by IOM.

Time Frame:

Data collection should take place from 15 March 2018. The evaluation report should be finalized no later than 15 April 2018.

Required Qualifications and Experience:

Education

• Advanced university degree in social sciences, political sciences, public administration or other related field.

Experience

• At least 6 years of extensive project/programme evaluation expertise and experience • Evaluation experience in the field of local and international border management and migration • Experience in the region is an advantage

• Good knowledge of IOM projects is an advantage
