Context:

Under the overall supervision of the Chief of Mission and in coordination with the Regional Thematic Specialists for IBM, the successful candidate will be responsible for the overall management and implementation of the IOM component of the European Union 11th EDF Great Lakes Programme. The overall EU 11th EDF Great Lakes programme is a regional, multi-year, multi-partner project funded by the EU Trust Fund for Africa. IOM is one of the main implementing partners for the project.

This multi-year project will be implemented in the following countries – the Democratic Republic of Congo (DRC) and Rwanda. The programme will focus on the Rusizi II border control point between the DRC and Rwanda, implementing OSBP best practices

The main objectives of this programme is to increase cross-border trade and reduce inter-community tensions between Rwanda and the Democratic Republic of Congo (DRC). The actions aim at strengthening the economic integration and social cohesion of the cross-border communities of the DRC and Rwanda through joint management of a border crossing, the streamlining of movements of people and goods, the provision of infrastructure and services, and improved communication between and within border organizations and between the two countries; while improving the level of security and safety of the cross-border covered area. This Page 1 / 4action will benefit 3 million people living in the Greater Bukavu in the DRC and in Rusizi in Rwanda.

The programme manager will be working in close conjunction with Trade Mark East Africa

(TMEA): a non-profit organization, promoting the economic and commercial sector in East Africa and reinforcing and securing efficient infrastructures with regard to border trade. TMEA has relevant operational experience of One Stop Border Posts (OSBP) and in July 2017 signed a Memorandum of Understanding (MOU) with IOM.

Core Functions / Responsibilities:

1. Initiate and plan all IOM components of the 11the EDF programme including coordinating effective implementation, analysing needs and appraising the suitability of proposed actions. 2. Monitor and assess project implementation activities, and take corrective or alternative action for improvement and success.

3. In liaison with relevant IOM units, including RO Brussels, RO Nairobi and IOM Rwanda Resources Management Unit, exercise administrative, operational and financial management responsibility for the project.

4. Ensure all narrative and financial reporting requirements are met in a timely manner including the submission of financial, interim and final reports and updates to the donor covering all IOM activities under the EU project in accordance with IOM and donor requirements. 5. Maintain/establish strong partnerships and collaboration with implementing partners, DRC and Rwandese authorities, the EU and other relevant stakeholders, including the regular meetings of the project steering committee.

6. Ensure the sharing of information, and the collection of best practices. Ensure the reflection and integration of new modalities, policies and practices, and methods for evaluation to improve the effectiveness and appropriateness of project development and implementation. 7. Supervise and direct project and other programme staff; oversee and coordinate, as required, the recruitment of programming staff and consultants.

8. Ensure synergies with other ongoing relevant programmatic and project activities. 9. Ensure appropriate coordination with and amongst respective RTS and information sharing within the Regional Office and Country Missions involved in the implementation of projects. 10. Coordinate, organize and represent the Organization in donor and partner meetings, seminars and workshops as required.

11. Ensure relevant visibility for the action in line with EU visibility requirements. 12. Participate in or lead field missions and other duty travel relating to project implementation, monitoring and assessment, liaison with counterparts, and problem solving. Advise and guide project staff, donors, local authorities and other project partners to achieve project objectives. 13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

Page 2 / 4• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience. • Studies in the National Border or Police Academy of country of residence may be considered an equivalent diploma with nine years of relevant professional experience.

Experience

• Experience in the field of migration issues, including operational and field experience, IOM project development, and management;

• Knowledge of EU project requirements;

• Demonstrated high level of expertise in the thematic areas relevant to the project – specifically IBM;

• Knowledge of monitoring and evaluation;

• Excellent writing and communication skills and the ability to maintain effective working relationships with government authorities, national and international organizations, and other project partners;

• Ability to interpret information and identify and analyse problems;

• Excellent report writing skills and level of computer literacy;

• Experience of regional issues is a distinct advantage.

Languages

Fluency in English is required. Working knowledge of French is an advantage. Note
