Background
Kazakhstan has unique possibilities for development of technologies without use of ozone depleting substances. Industrial development affects climate change and, in general, the environmental situation in the country. Therefore, for the development of the national economy it is necessary to focus on reducing HCFC and use of energy-efficient technologies without ODS for energy conservation practice in the country, reduce of greenhouse gas emissions and enhance national environmental values by increasing knowledge about the economic and environmental benefits of energy-efficient technologies without using ozone-depleting substances.
Resulting from this FSP “HCFC Phase-out in Kazakhstan through Promotion of zero ODS low GWP Energy Efficient Technologies”, UNDP/GEF assisted Kazakhstan in implementation of adopted HCFC phase-out strategies, including improvement of national ODS Phase-out legislations, addressed capacity development and investment assistance for ODS users, as well as demonstration of an alternative and energy efficient technologies using natural ODS-free and Low GWP refrigerants. Started establishment of ODS re-use systems to reduce dependence on imported ODS during the transition to non-ODS technologies, and ODS waste management systems, which provided implementation of country specific measures and activities needed for the partner countries to stay in compliance with the Montreal Protocol’s obligations.
As a follow-up stage, and to help reach Kazakhstan 2020 phase-out targets and complete its HCFC phase-out strategy, UNDP is initiating new UNDP-GEF Project “HCFC Phase-out in Kazakhstan through Promotion of zero ODS low GWP Energy Efficient Technologies” and development of the relevant Project Document to formulate technical assistance and reinforcing achievements of Kazakhstan in this area. The new Project Document should include technical assistance for strengthening national capacity in the process of total phase-out of ozone-depleting substances, and transition to non-ODS and low GWP technologies, institutional regulatory components and, further improvement of the national capacity on ODS re-use and ODS waste management. Then, the Project Document will be submitted for the consideration of the GEF.
Duties and Responsibilities
* Description of Responsibilities/ Scope of work: Under the direct supervision of the Head of Sustainable Development and Urbanization Department of UNDP Kazakhstan and UNDP Regional Technical Advisor based in Istanbul, Turkey, the Project Development Specialist will be the GEF PPG Team Leader and will be responsible for quality assurance and timely preparation of all reports and documentation, including the finalized UNDP Project Document (ProDoc) and CEO Endorsement Request, with all mandatory Annexes and supporting documentation. S/he will be responsible for managing all consultants on the GEF PPG Team, and coordinating the Team’s work. Scope of work 1) Management of the GEF PPG Team

Competencies
- Fluency in English with demonstrated excellent analytical and drafting skills; knowledge of written and spoken local language (preferably Russian) is an advantage.
- Skills in facilitation and development of multi-stakeholder workshops and broad-based consultative processes/ programmes/project documents on zero ODS low GWP energy efficient technologies, climate change mitigation and/or any other environment related discipline;
- An independent, reliable, responsible self-motivator, able to work under pressure and focus on results;
- Excellent communication, team-building and diplomatic skills to develop partnerships;
- Ability to work in close collaboration with a group of national and international experts, to meet strict deadlines and plan the work according to priorities;
- Ability to use information and communication technologies as tools and resources.
- Familiarity with UNDP/GEF programming policies, templates and requirements for MSP.
Required Skills and Experience
- At least 10 years of demonstrated working experience in the field of zero ODS, low GWP, energy efficient technologies with design and assessment of programmes/projects, and at least 5 years of working experience in a similar professional role (i.e. technical advisor and/or expert);
- Postgraduate or other advanced university degree in the fields of zero ODS, low GWP, energy efficient technologies, climate mitigation or other relevant fields.
- Knowledge and practical experience in the political, social and environmental factors and issues related to zero ODS, low GWP, energy efficient technologies, climate change mitigation and/or low-carbon development in Central Asia, preferably in Kazakhstan;
- Deep knowledge of Montreal Protocol related sphere and its associated Policies and Agreements is desirable;
- Deep knowledge of international legal and regulatory related to environment protection and ODSs phase-out, knowledge of relevant international policies/strategies in this area as well as safety standards on ODS-free and low GWP alternatives is an advantage.
