The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

NRC Middle East Regional Office (MERO) has been established in 2014 in order to supervise and support operations in six country offices (COs), namely Iraq, Syria, Jordan, Lebanon, Turkey and Palestine.

Syria remains the epicenter of one of the biggest displacement crises since world war two, with over 6m displaced inside the country and well over 5 million refugees in neighboring countries and beyond.

Iraq has suffered widespread destruction since ISIS took over much of the country in 2014 and there remain over 3 million IDPs. Palestine has one of the world’s longest running displacement crises, occupation and the continual prospect of recurrent conflict between Israelis and Palestinians.

In addition to continued programmes in the countries impacted by the conflicts outlined above, one new country is on the horizon for NRC, that of Libya. An assessment took place at the end of 2017, providing recommendations for programming in that country. It is possible that NRC interventions will address the issue of mixed migration.

NRC’s country programmes in the region implement information, counselling and legal assistance (ICLA), shelter, WASH, education, Camp Management as well as collective site management and coordination programmes / Urban Displacement out of Camp (UDOC) and Livelihoods.

The projected regional budget for 2017 exceeds USD 240 million and more than 3,000 full time staff work with NRC in the Middle East. In 2016, NRC’s programmes in the region reached more than 2 million refugee, internally displaced people (IDP) and host community beneficiaries.

Overview:

 The Regional Programme Advisor is responsible for providing specialist advice and guidance to supporting the Heads of Programme (HoP) and/or Country Directors (CD) in their daily work in ensuring that optimal programme structures, systems and resources are in place; and for ensuring that donor obligations and requirements for programme funding are met.

This position will replace the current Regional Programme Advisor for Syria Response Office (SRO) & Turkey. The PA role gives the possibility for someone who is proactive, creative and energetic to make a visible imprint on NRC by improving the PSU’s ways of working, with the goal of enhancing and ensuring value-added service delivery to country offices. Patience and flexibility is required for this position given the size, complexity and changing pace of programming within the Middle East.  


Key Job Tasks and Responsibilities include:

  • Responsible to stay updated and maintain institutional knowledge on SRO & Turkey
  • Contribute to the PSU ‘ways of working’ by documenting tools, approaches or other ways that define how we work in relation to the Country Offices or in the PSU.
  • Provide support, guidance and training if required to in-country grant officers/coordinators in coordination with the Head of Programmes for that country.
  • Support the roll-out of PCM & VfM training, as requested, and the utilisation of new PCM tools

Contract period: 24 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Amman, Up to 30% travel.

Approved health certificate will be requested before contract start
