Context:

Under the overall supervision of the Chief of Mission (CoM) for IOM Iraq and the direct supervision of the Programme Manager (Community Revitalization), the successful candidate will be responsible for the technical oversight of the pillars supporting Area Based Recovery, specifically in the areas of human capital and local economies. S/he will work in close coordination with the Programme Coordinators and other thematic specialists in overseeing the

different projects within the transition and recovery portfolio and be responsible for: • Developing and implementing assessments including market analysis, labour market value chain analysis, institutional mappings, etc.;

• Developing context specific local economic development strategies, particularly in support of IOM implementation plans;

• Assessing the effectiveness and efficiency of current programmes and developing plans for improvement;

• Building and maintaining strategic partnerships with key stakeholders including other UN agencies, private sector, financial service providers, development actors, government, etc. Core Functions / Responsibilities:

1. Develop a specific strategic approach for supporting the pillars of Area Based Recovery in the fields of human capital and local economic development, consistent with IOM’s global best Page 1 / 4practices, the mission strategy and transition and recovery portfolio. 2. Work as part of a multi-disciplinary team on the development of a strategy to maximize IOM assistance in the specific areas of sustainable livelihoods and development of human capital, in the context of other durable solutions for internally displaced populations, refugees and returnees.

3. Revise and develop new standard operating procedures (SOPs) and tools to support efficient and effective project development, implementation and monitoring and evaluation. 4. Ensure the application of international best practice in sustainable livelihoods and development of human capital in IOM approaches.

5. Provide technical livelihoods guidance to IOM field operations across Iraq in line with established methodologies.

6. Ensure technical integrity is maintained and provide inputs on specific issues, such as market linkages and value chain development.

7. Liaise with project partners, UN agencies, government officials, other programme stakeholders, and relevant counterparts. Represent IOM in the emergency livelihoods cluster as required.

8. Conduct regular field monitoring visits and evaluations of project activities, including impact evaluations. Facilitate reviews conducted by consultants.

9. Work closely with team members, identify trends in the data that can inform the prioritization of organizational resources and inform future policy on community stabilization. 10. Assist in identifying and monitoring external expertise required for assessments, project reviews, strategic planning and evaluations.

11. Coordinate and facilitate assessments, planning, budgeting, coordination, implementation, and monitoring and evaluation relevant to the thematic area.

12. Assist in ensuring compliance with IOM and donor requirements including guidelines, rules, and regulations, such as the field procurement manual.

13. Assist the Programme Manager, Project Managers and Project Development Unit in preparing narrative reports as required by the donor and IOM.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Development Studies, Business Management, Socio-Economic Development, Private Sector Development, Rural Development or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Experience (including field experience) in implementing development, community stabilization, and/or livelihood interventions projects in post-disaster rural and/or urban settings; • Experience in interventions aimed at enhancing socio-economic conditions of vulnerable Page 2 / 4populations, such as micro-finance, private sector development, local economic recovery, employment promotion, agricultural development, entrepreneurship building, natural resource management, vocational and technical education, and training or poverty reduction; • Experience working in the formation of business associations and small business administration as part of an income-generating intervention would be beneficial; • Experience in liaising with government authorities, other national/international institutions and NGOs, and building effective partnerships with private sector;

• Proven ability to supervise, train, and direct staff and manage large operations in transitional contexts;

• Previous working experience in the Middle East and Northern Africa region is highly advantageous.

Languages

Fluency in English and working knowledge of Arabic is required.
