Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 190 member National Societies. The organization acts before, during and after disasters, crises and health emergences in order to meet the needs and improve the lives of vulnerable people. IFRC’s work is guided by seven Fundamental Principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality) and by Strategy 2020, which voices the organization’s collective vision and determination to move forward in tackling the major challenges that presently confront humanity. As one of the five decentralized parts of the IFRC Secretariat, the Asia Pacific Regional Office (APRO) leads the support to National Societies of 38 countries – including Bangladesh – through eight Country Offices and five Country Cluster Support Teams. The Bangladesh Country Office, is responsible for overseeing IFRC support to the Bangladesh Red Crescent Society (BDRCS), including in implementing humanitarian and development programmes that address the needs of vulnerable people. Since January 2017, IFRC has been supporting BDRCS in responding to the needs of people who fled from Myanmar’s Rakhine State into Bangladesh in late 2016. As the Population Movement Emergency Appeal operation took shape, on 25 August 2017, a new influx started as thousands fled violence in northern areas of Rakhine. By end September, more than 500,000 new arrivals had been recorded, a bulk of whom are sheltering in makeshift settlements. Thousands are crossing every day, making the crisis one of the largest and most complex in the region in decades. In response, IFRC has scaled up its Emergency Appeal and deployed various components of its Global Response Tools (GRTs), with specialists and units covering a wide range of sectors. The GRTs are playing a crucial role in delivering assistance to affected people in Cox’s Bazar District. To ensure a swift transition from surge to longer-term roles, IFRC is initiating the process of recruiting management, technical and support personnel who will support BDRCS in the response after GRTs demobilize.

Job Purpose

Under oversight of the Operations Manager and technical supervision of the Asia Pacific Regional Cash Preparedness Coordinator, the Cash Delegate will provide programme management support and technical expertise for cash interventions in Bangladesh. S/he will deliver technical support to BDRCS and manage the delivery of activities to achieve the operational objectives.
