Senior Associate, Forest Management and Investment in Central Kalimantan

GGGI seeks to hire a Forest Management and Investment Officer, who will report to GGGI’s Central Kalimantan Representative and GGGI’s Forest and Land Use Lead, in supporting the provincial government of Central Kalimantan to accelerate the development of forest management units (FMUs), as requested by the Forestry Agency, and to assist with the development of bankable projects in the land-based mitigation sector.

Indonesia is promoting Forest Management Units (FMU) as a key element of forest governance reform for embracing REDD+, green investments, and related sustainability and development initiatives. In Central Kalimantan, the provincial government has established 33 FMUs which are managed by 18 implementing agencies, covering 8.5 million ha of forest. However, the capacity of these FMUs is still weak. To enable the FMUs to fulfill their mandate, more concerted efforts from the central and provincial governments as well as from development partners, are needed. 

GGGI is supporting the Government of Indonesia in three focal areas: energy, infrastructure projects within special economic zones, and forest and land-based mitigation projects. The Program, known as the GoI-GGGI Green Growth Program, aims to demonstrate that green investments is possible and can become the norm both for investors and for planners, ultimately improving the quality of growth and development. To ensure sustainability of the Program, knowledge development and management is a core component in support of capacity development of relevant stakeholders. Through the Program, GGGI collaborates with BAPPENAS, the Coordinating Ministry of Economic Affairs, Ministry of Environment and Forestry, Ministry of Finance, and Ministry of Energy and Mineral Resources. Central Kalimantan and East Kalimantan are the selected pilot provinces.

PURPOSE

The Forest Management and Investment Officer will oversee GGGI’s work towards the enabling of REDD+ oriented forest management and investment in Central Kalimantan province. He or she will ensure the high-quality and timely delivery of actions and outputs, within budget, and well aligned with the provincial government‘s priorities. The officer shall be responsible for the following tasks and duties:

 

  • Promote the establishment of a multi-stakeholder forum to assist the provincial forestry agency with the acceleration of the development of FMUs in Central Kalimantan.
  • Provide strategic advice to support the provincial government in adopting and implementing national government policies in the land-based mitigation sector, including Indonesia’s Nationally Determined Contributions (NDC) and the Sustainable development Goals (SDGs).
  • Develop and share analytical products based on existing data, science-based information and appropriate local knowledge to the government for the advancement of bankable projects for land-based mitigation.

 

These responsibilities will be carried out through development of strategic policy papers, advisory notes and other relevant documents as well as focus group discussions, training, and technical on-the-job advice to the related government institutions responsible for planning and implementing land-based mitigation.

ENGAGEMENT

 

  • Ensure goodcoordination  with GGGI’s partners and relevant stakeholders on land-based mitigation, both at the national and subnational level and inunder close guidance of GGGI’s focal points. In Central Kalimantan, this will include the provincial Forestry Agency, Environmental Agency, Plantation Agency, Technical Implementing Agency for Climate Change (Balai PPI dan Karhutla), Forest Area Designation Bureau (BPKH), and relevant government’s partners from civil society organizations and private sector.
  • Coordinate with GGGI colleagues in Indonesia on project related matters to enable delivery high quality products in accordance with GGGI standards.
  • Build understanding of GGGI ‘sproject development methodology to support a wider range of contributions.

 

DELIVERY

  • Organize relevant meetings, focus group discussions, workshops, and trainings with key stakeholders.
  • Write strategy and policy briefs, advisory notes and other relevant documentation and technical inputs provided to the government.
  • Perform risk management to address and minimize project risks, and enable appropriate risk sharing between stakeholders, particularly also risk mitigation for local communities through e.g. clarification and appropriate enhancement of tenure and resource use rights and ensuring inclusiveness of development.
  • Attend and participate in meetings, workshops, and other events and activities, both at national and subnational levels, to:

Identify sources of information related to policy-driven issues, synthesis of best practices and lessons-learned directly linked to program goals;

Share GGGI’s knowledge base, project and activity portfolio, best practices and lessons-learned to promote adoption, replication and upscalling.

REQUIREMENTS

QUALIFICATIONS

  • Preferably a post graduate qualification in forest management and/or finance, or an equivalent combination of relevant education and experience;
  • Minimum of 5 years of national experience in supporting government, civil society, and/or the private sector in sustainable forest management and investment;
  • Exposure to institutional credit lending and/or insurance products practices to rural sector companies/SME’s will be an advantage
  • Sound English language capability (written and spoken), with emphasis on report writing;
  • Familiarity with inclusive and community based development.

FUNCTIONAL 

  • Willingness to travel regularly to GGGI’s supported remote districts, e.g. Murung Raya, Pulang Pisau, Barito Selatan, Barito Timur, and other provinces and areas;
  • Good connections to the Indonesian ‘forestry and land-based mitigation’ communities, such as the government agencies (MoEF), practitioners, and academicians;
  • Good communication and presentation skills to convey messages that are easy to understand about the importance of forest management and investment;
  • Proven ability to work independently with limited supervision and to operate effectively in a team environment;
  • Familiarity with Indonesia´s government institutions in forest management and investment, regulatory frameworks, policy frameworks, and relevant stakeholders related to REDD+ and Green Growth would be an advantage.
