CARE is seeking a Resource Mobilization and MEAL (Monitoring Evaluation and Learning) Coordinator who will hold the key functions in coordinating, leading, and ensuring timely and quality donor reporting within CARE DRC. S/he will closely work with the Program, Finance and Grants Management team in these functions and will undertake a proactive approach to map out existing opportunities and finalize a business development/fundraising strategy with necessary country office and regional input.

The Resource Mobilization and MEAL Coordinator will work with proposal development teams, consultants and partners on proposal and concept note development and marketing them with donors. The incumbent will enhance the capacity of CARE and partner staff on proposal policies-procedures, standard forms for specific calls, and requirements for different bids. S/he will review current and future calls and guide CARE on where to participate.

Building and nurturing strategic relationships with traditional and non-traditional donors, UN agencies, and other stakeholders is a key to this position and as Head of our Monitoring & Evaluation department, the Coordinator will provide leadership and technical expertise to ensure that CARE’s M&E system is implemented effectively. S/he will be the key focal point in the programme for all aspects of M&E. This position is based in Goma, DRC.

Responsibilities:

  • Proactively identify and track new business opportunities for strategic donors. Monitor and communicate upcoming proposal deadlines
  • Ensures timely and quality donor reporting
  • Based on existing documents and updated consultations with staff, donors, and UN agencies; map out existing and potential opportunities for donor engagement and fundraising
  • Maintain strategic relations with all current and potential donors keeping donors and partners updated on the contextual changes
  • Review and update existing marketing documents and tools and provide creative suggestions for additional ways CARE activities can be presented visually and shared with various audiences
  • Maintain and circulate Proposal and Grant Tracking Sheet on a monthly basis.
  • Update other tools as new grants are awarded and transfer grants between tabs as necessary. Follow up with Finance to ensure FC/PID and final budget amounts are accurate in the spreadsheet.
  • Contribute to the Success of CSS Partnership Approach
  • Ensure project partners are invited to actively and meaningfully participate in the proposal development and implementation workshops.
  • Act as Monitoring & Evaluation Coordinator
  • Provide overall leadership to Monitoring and Evaluation teams

Qualifications:

  • Bachelor’s degree in International Development or Public Health/Nutrition or Social Science or relevant field
  • Minimum 3 years of experience in program/business development, proposal writing, fundraising and M&E Management. 5 years of experience preferred
  • Experience and knowledge in preparing competitive bids for DFID, EU, USAID and other donors
  • Demonstrate success in the area of new business development, with extensive experience working in multicultural environments
  • Experience working in a stressful environment​
  • Very strong team spirit and capacity building required
  • A good command of Excel and other social science data analysis applications
  • Must be proficient in English (written and verbal) and be able to clearly communicate in French
