OBJECTIVE OF THE OFFICE/DEPARTMENT
This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)
 
The Department of Financial Resources Management (FRM) oversees the financial transactions of the Organization by establishing its financial regulations and rules, as well as the accounting policies and procedures; processes the disbursements of funds; prepares the financial statements of the Organization including the reporting of regular funds and extra-budgetary funds; monitors the inflow of funding and utilization of these resources; is responsible for investments and banking, financial analysis, the monitoring of the field offices’ financial administration, payroll, pension, taxes, Staff Health Insurance, and the processes and systems involved with FRM’s area of responsibility.
 
DESCRIPTION OF DUTIES
Under the general supervision of the Advisor, Staff Benefits (FRM/ST), and the direct supervision of the Finance Specialist,  (FRM/ST/P), the incumbent is responsible for, but not necessarily limited to, the following assigned duties\:
  1. Analyze and process data related to staff affiliations and separations for the United Nations Joint Staff Pension Fund (UNJSPF), including those involving staff retirements, pension withdrawals, transfers, restorations, validations of previous pensionable service time, etc., for assigned staff;
  2. Compute and prepare the annual reimbursement of U.S. Federal, social security, and state income taxes, and other national income taxes, as applicable, for tax years requiring processing outside of the UN Tax Unit,   in respect of entitled PAHO and WHO staff resulting from the review and audit of employee tax returns, ensuring proper application of tax laws applicable to international organization employees and the accurate accounting of expenditures to the Tax Equalization Funds of PAHO and WHO;
  3. Assist staff with the presentation of tax claims to the UN Tax Unit, including requests for tax advances using UN Form F-65, for tax years delegated for processing by the UN Tax Unit;
  4. Perform gross salary calculations used to determine taxable earnings of WHO staff using applicable methodology specific to that organization and present results using  IRS Form 1099-MISC, for tax years requiring processing outside of the UN Tax Unit,  as needed;
  5. Assist in the preparation of IRS Form 1095-C to certify compliance by PAHO active and retired staff who are US citizens or Permanent Residents with the insurance coverage requirements of the US Patient Protection and Affordable Care Act; 
  6. Reconcile UNJSPF Participant Exception Reconciliation (PRE) Notes and intermediate monthly pension reports generated through the Pension Fund’s financial integration portal, compiling appropriate data in the prescribed format used in the preparation of the annual Pension Fund Report and intermediate reports supplied to the UNJSPF;
  7. Maintain current knowledge of tax laws and relevant Organization policies, regulations, and procedures governing reimbursement to staff liable for national income taxes (United States, Canada, Colombia, Venezuela, etc.) including Social Security Tax to eligible staff; 
  8. Perform monthly analysis of data used in the preparation of the annual Pension Fund Report, reconciling notional pension data with actual contributions, arranging for payroll adjustments when needed, maintaining data for separated staff, recording pension adjustments (including prior-year adjustments), and other transactions that will be consolidated to produce the final report;
  9. Provide appropriate information and guidance to assigned staff through face-to-face consultations and through written correspondence in response to the inquiries of active and terminated staff concerning pension benefits and matters related to federal and state income tax reimbursements;
  10. Determine the applicability of policies, procedures and regulations of the UNJSPF to specific staff pension cases, taking the  actions necessary to ensure the accurate recording and reporting of pension data to facilitate the payment of appropriate benefits by the UNJSPF, including benefits for survivors;
  11. Calculate the amount of quarterly advance payments  due for U.S. Federal and state income taxes, social security taxes, and other national taxes for newly appointed staff eligible for income tax reimbursement; verify the eligibility of staff to receive such payments, and prepare data for presentation to the UN Income Tax Unit for appropriate action; 
  12. Maintain data for the preparation of annual statements of taxable earnings for PAHO staff, ensure accurate calculation of gross salary differential using International Civil Service Commission (ICSC) Staff Assessment formulae, and verify the accuracy of earnings data supplied to the UN Income Tax Unit for the production of annual earnings statements;
  13. Analyze, review, and reconcile assigned general ledger accounts related to staff receivables, quarterly estimated tax payments, and clearance accounts, ensuring the timely settlement of tax claims and the prompt collection of accounts receivable that result from settlement calculations;
  14. Record all pension-related calculations in the appropriate log for control purposes, including recording actions taken on each request; maintain records, regulations and other documents relating to pension matters;
  15. Perform other related duties as assigned.
REQUIRED QUALIFICATIONS
 
Education\:
Essential\:  High school diploma with formal training in the accounting or financial fields.
 
Desirable\: Specialized training at college, university, or business school level with emphasis in accounting and/or finance would be an asset.

Experience\:
Essential\: Six years of experience in accounting and/or finance work, or four years of experience in accounting and/or finance work, and one year of college or university level courses towards a declared major/minor in the area of accounting and/or finance, or two years of experience in accounting and/or finance work, and two years of college or university level courses towards a declared major/minor in the area of accounting and/or finance

  • Ability to plan, organize, coordinate and carry out financial/accounting processes, such as\:  monitoring budget and accounting activities, developing operational standards and procedures manuals, determining priorities, adjusting or identifying new internal procedures, etc.
  • Skills in planning, organizing, evaluating, problem-solving and decision-making of routine office management processes.
  • Ability to write/originate routine and non-routine correspondence and reports in English and Spanish. 
Languages\:
Very good knowledge of English and Spanish.
 
IT Skills\:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office, Word, Excel, PowerPoint and Outlook. Operational knowledge of automated systems, Enterprise Resource Planning Systems and related Financial Accounting Information Systems.  Advanced knowledge of Excel and other software programming skills would be an asset.
