Purpose of the post

The Missing Persons Project aims at developing professional standards and standardizing practices in the field of the missing during a series of 8-12 workshops around the world over a four-year period (2018 - 2022). The standards aim to enhance the quality, rate and effectiveness of the responses given to the Missing and their families. They are also intended to provide greater accountability to the Missing, their families and affected communities.

The Scientific Coordinator for the missing persons standard-setting project is responsible for ensuring the overall coherence and the successful delivery of standards and strengthening of communities of practice under the various thematic pillars of the project relevant to the issue of Missing Persons. S/he will lead at least one thematic standard setting track. S/he will contribute to the strategic alignment with other institutional priorities, in particular the strengthening of Protection and the digitalization of operations.

The Scientific Coordinator will directly report to the Head of Project. The project's duration is of 4 years and the position is for a two year assignment renewable for an additional two years

Main duties and responsibilities

  • Maintains a strategic and global view on the scientific dimensions, escalating relevant transversal decisions to the Head of Project.
  • Organises and supports the team of experts towards achieving their expected deliverables, and ensures that the concepts, systems and services developed are in line with the objectives of the project. .
  • Develops and ensures methodological coherency for interregional standard setting workshops and their deliverables.
  • In line with the strategic and global view, organizes, prepares, conducts, coordinates, facilitates and reports on all activities necessary to achieve the objectives in accordance to the Project Management Framework and other ICRC procedures.
  • Leads one thematic standard setting track and ensures the integration of experts in consultation process and adhesion to the guidance /standards collectively developed.
  • Supports the head of project in his/her communication and sponsoring role.
  • In collaboration with REM and with the Head of Project, supports funding search from public and private sources.
  • Under the supervision of the Head of Project, contributes to establish partnerships and consortia (technical and operational) for achieving deliverables.
  • Under the supervision of the Head of Project, contributes to an optimal flow of communication within the institution, field and HQ, and the Movement.
  • Ensures liaison and constructive synergy with RFL_MISSING Unit, including regional missing advisers.

Education and experience required

  • Master degree or post graduate training in relevant science
  • A minimum of 5 years of experience, including long standing field experience in the humanitarian sector
  • Excellent experience in managing projects
  • Recognized expertise on subject of missing persons or relevant to the issue of the missing
  • Team management experience an asset
  • Fluent in English and French or Spanish, other operational languages is an asset
