Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the overall supervision of the Head of Operations and the direct supervision of the Programme Coordinator (TRD), the M&E Officer will be responsible for providing advice and support on monitoring and evaluation aspects of World Bank projects and the IOM Transition and Recovery Division (TRD) programmes in South Sudan.

Core Functions / Responsibilities:

1. In close consultation with key stakeholders, including World Bank (WB) and recipients of WB funding within the Government of South Sudan (GoSS), develop and roll-out and M&E framework for WB capacity building (LGSDP) and health (RRHP) projects in South Sudan. 2. Develop and update Results-based M&E frameworks and/or work plans for WB project and TRD programmes if and when necessary

3. Implement the process of monitoring targets and indicators using existing M&E frameworks and work plans for the programme as well as the individual partner projects 4. Undertake and oversee regular field monitoring and evaluation visits with Field Monitors to ensure technical compliance and timely execution of projects vis-à-vis approved plans and baselines.

5. Advise TRD with the preparation of Donor Reports to ensure compliance with key programme indicators and objectives.

Page 1 / 36. Provide support to Project Development by reviewing the overall objectives, purposes and results and the development of logical frameworks for new projects.

7. Compile information for regular IOM Monitoring Reports in coordination with the database assistants and the Units involved.

9. Prepare and conduct programme evaluations and other accountability reports as required; including analysis of the findings and giving recommendations as to what the next steps should be.

10. Assist in the development and strengthening of Monitoring and Evaluation (M&E) systems of TRD programmes. In close coordination with the Information Management Officer, improve information management systems of the WB project and TRD programmes in general. 11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s Degree in Social Science, Development Planning, Public Health, Statistics or a related field from and accredited academic institution with at least two years of relevant work experience; or

• University degree in the above fields with four years relevant professional experience in Monitoring and Evaluation.

Experience

• Training in M & E development and implementation, information analysis and report writing; • Ability to consolidate information from multiple sources;

• Ability to work with basic presentation software, e.g. Microsoft PowerPoint and Excel; • Knowledge of Access and statistical analysis is a plus;

• Working experience in South Sudan or in the region is an advantage.

Languages

• Fluency in English is required. Working knowledge of Arabic is an advantage. Desirable Competencies:
