We are looking for a qualified and highly-motivated professional to be part of DRC’s Protection Team in Tripoli . Libya  
 
Who are we? 
  
Danish refugee council has been operating in Libya and Tunisia since 2011 focusing on protection of the displaced and conflict affected population. These include refugees, asylum seekers and economic migrants in Tripoli area and in the south west of the country, the population in and around Sirte affected by unexploded ordnance (UXOs) and to an increasing extent on the legal and illegal migrants and stateless populations in Libya. DRC/DDG has its head office in Tripoli and a field office in Sabha. Sabha is located 800 km south of Tripoli and is a central transit point for migrants and is home to large numbers of minority groups and stateless populations.  
 
 
About the job:
 
The Protection Team Leader will contribute to the effective implementation of a project aiming to protect and promote the safety, rights and agency of Libyan IDPs and vulnerable local non-displaced populations.  
To this end, the Protection Team Leader will oversee a team conducting protection monitoring activities in the target communities, including arranging their movement schedule in line with project targets; will take a lead in designing and conducting outreach with key stakeholders/local authorities so that they are informed of project objectives; and will ensure team cohesion and overall quality of field-level protection monitoring activities.  
Other responsibilities, as planned by the Protection Manager, will include significant contributions to reporting, inputs to development of protection tools and trainings, improvement of the referral network and liaison with beneficiaries and local communities. 
 
 
Responsibilities:  
 
• Programming 
  • Uphold the professional standards related to protection and humanitarian assistance, as well as DRC's Code of Conduct and ensure their compliance within the protection monitoring team.
  • Guide protection monitoring team on quality standards for protection monitoring on a daily basis, and develop/faciliate periodic team trainings to build team capacity.
  • Oversee the organization of field activities (including team movement planning in line with Safety Officer recommendations) and quality of protection monitoring activities conducting in target urban communities. 
  • Maintain field visit and referral log data (making sure its regularly updated), and make sure that monthly project targets set by Protection Manager are understood and met by the team. 
  • Gather inputs from team and contribute to the revision / development of protection monitoring tools (household, community level, focus group discussions).
  • As necessary, to support the team and ensure achievement of project targets, conduct protection monitoring visits in urban communities and IDP settlements to assess the protection needs. To this end, use established assessment tools and methods such as household easement forms, key informant interviews (KIIs) and Focus Group Discussions (FGDs). 
  • Support the confidential and  clear flow of referrals using the established referral pathways, and liaise with other stakeholders to gather feedback and strengthen referral processes. 
  • Identify, support and liase with key community/authority stakeholders in order to facilitate access and ensure project objectives are clearly communicated. 
  • Design and strengthen outreach activities to be carried out by the team related to information on beneficiary rights, the protection risks they face and the services and resources available to them.
  • Facilitate links between protection, cash and other department activities as necessary.
  • Relay and provide immediate summary updates on developing emergency situations and recommendations for emergency response plans.
 
• Reporting 
  • Ensure the quality and timeliness of assessment and activity records gathered by the team, and provide team's consolidated inputs to weekly, monthly, quarterly, and periodic donor reports. 
  • Ensure monthly submission of DRC 4W data to sector. 
  • Provide consolidated and timely situational inputs from communities on communal dynamics and social developments that may impact the effective implementation of the project.
 
• Representation
  • Develop and strengthen relationships with local communities, local authorities, and other key field-level stakeholders in order to maintain trust in DRC’s professional standard and quality of work among all stakeholders.   
  • In coordination with Protection Manager, representation of DRC at protection sector coordination fora.
 
• Operations 
  • Ensure all necessary operations support tasks, including related to administration, finances and logistics, are completed by the team in compliance with internal directive and policies as communicated by the Humanitarian Programme Manager and/or the the relevant support departments.
 
• Other 
  • Conduct other tasks as requested by the the line manager for the effective implementation of DRC’s project, including translation, leadership of capacity-building activities and other duties.
 
 
About you 
 
To be successful in this role you must have:
 
Experience and technical competencies:
  • Minimum 4 years professional experience with an INGO or NGO providing humanitarian assistance, 3 years experience working in protection activities. 
  • Preferred: experience with protection monitoring, referrals and case management.
  • Willingness to participate in regular work-related activities in urban areas (outside the office).  
  • Proven team management experience.
  • Demonstrated experience conducting outreach/liaison with national/community stakeholders.  
  • High-level of computer literacy (experience with mobile data management tools preferred).
 
Education:
  •  University Degree in the field of social sciences, psychology, political sciences, development  or any other related field.
 
 Languages:
  • Fluency in written and spoken English and Arabic.

  •  Internal: Program implementation team (Libya), Program management team (Tunis), Operations support departments (Libya, Tunis) 
  • External: beneficiaries, local communities, local
