Context:

The NCCI programme is funded by the USAID/Office of Transition Initiatives (OTI). Through NCCI, IOM seeks to improve community stabilization in order to foster an enabling environment for sustainable peace and traditional development programmes. To achieve these objectives, NCCI designs and implements small-grant activities through a process-oriented, community driven approach and emphasize project processes.

Under the overall guidance of the Chief of Mission (CoM) in Niger, and under the direct supervision of the Deputy Programme Manager/ Deputy Chief of Party for the Niger Community Cohesion Initiative (NCCI), the successful candidate will be accountable for providing support to all the field operations of the NCCI Programme in the Agadez Region. S/he will oversee the field team in their area of responsibility.

Core Functions / Responsibilities:

1. Supervise and monitor the daily operations and staff in the field. 2. In collaboration with the field team, provide inputs and contribute to the development of targeted, high-impact activities which meet the objectives of the programme. 3. Work with field teams to contribute to the identification of appropriate activity concepts, in line Page 1 / 4with program objectives, for endorsement and onward submission to the Program Development Unit / designated Associate Program Officer (APO) or Program Support Officer (PSO). 4. Communicate directly with the NCCI senior management team on concepts identified by program staff, and submit ‘Yellow Light’ activities to the senior management team for approval. 5. Maintain collaborative relationships with local grantees, local government authorities, local contractors, international NGOs, donors, and other key stakeholders.

6. Ensure the successful implementation of the programme’s community-based, small grant initiatives at the field level in accordance with the overall objectives of the programme by directly supervising programme implementation staff in the identification of local grantees and partners, technical consultants, and other programme implementers.

7. Manage and coordinate with operations staff as appropriate for grant activity implementation to ensure that procurement, finance, logistics, and programmatic aspects of each activity are being implemented on-time and in accordance with the specifications of the approved activity. 8. Coordinate closely with the logistics, financial and procurement teams in the application of standard guidelines and procedures aimed at ensuring an appropriate, efficient and transparent use of funds.

9. Coordinate, as required, with the NCCI engineering team to ensure the technical quality of proposed, ongoing and concluding grant activities.

10. Provide regular reporting to the Deputy Programme Manager/Deputy Chief of Party on grant implementation and provide relevant inputs on project implementation to the Program Development Unit.

11. Oversee the collection and submission of weekly bullet points on the local political and security context to the Reporting Officer for inclusion in the bi-weekly report. 12. Coordinate the collection and submission of activity notes for weekly submission to Program Support Officers (PSOs) for inclusion in the database.

13. Coordinate with the Monitoring and Evaluation Officer and Assistants to develop, monitor, evaluate (M&E) and recommend performance measures for regional and individual activities, including contractors and grantees.

14. Liaise with IOM's Staff Security Unit (SSU) and the Mission Security Focal point as/when required, in close conjunction with the management of IOM Niger and in accordance with the United Nations Department of Safety and Security (UNDSS) requirements.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Management, Development Studies, Planning, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

Page 2 / 4• Specific work experience with the United States Agency for International Development (USAID) programs an advantage, preferably with the Office of Transition Initiatives (OTI); • Previous experience in community-based and/or small-grants programming desirable, particularly in the areas of infrastructure works, procurement and civil-society strengthening or Monitoring and Evaluation;

• Experience in project implementation, support to grants fund management; administrative and related fields;

• Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols and experience working in a phase III (or above) security environment;

• Strong knowledge and cultural understanding of the region and conversant on regional politics; • Excellent communication and writing skills with the ability to analyses complex problems and identify and convey clear, rapid solutions;

• Effective resource management skills;

• Experience in developing and maintaining budgetary disciplines across a wide range of gran activities;

• Familiarity with political analysis in complex crisis settings;

• Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols, Experience working with staff from diverse environments and backgrounds

• Experience in graphic design, Excel Power Point or other software to generate sophisticated reporting;

• Strong general analytical skills;

• Significant reporting and database experience required, preferably with Microsoft Access. Languages

Fluency in English and French is required.
