The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

Functional Responsibilities

Under the overall guidance and supervision of the Head of Section, the Logistics Associate facilitates the provision of logistics and customs clearance, ensuring high quality and accuracy of work. The Logistics Associate promotes a client, quality and results-oriented approach.

The Logistics Associate works in close collaboration with support services staff, administration staff and other programme staff, as well as with staff of other UN agencies to exchange information and ensure consistent service delivery.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS. The Logistics Associate will:

Efficient Logistics Support:

  • Support in the monitoring of all UNMAS Mali Programme logistics requirements between Bamako HQ and regional offices including coordinating and gathering information of incoming shipment, distribution and transfer of equipment to other locations, in accordance with UNOPS policies and procedures.
  • Assess and organize logistics section in terms of transport requirements, receipt, handling, storage and distribution of equipment and establishes proper warehousing and recording systems including assets. Manage the overtime and payment of the logistics team, including drivers.
  • Work in collaboration with Project managers, Operation Officers and Coordination members of the Support coordination team to provide adequate logistics support to the Programme.
  • Upon request from internal clients, issue equipment and supplies. Ensure proper documentation for approvals and receipt of goods/equipment are maintained.
  • Work, collaborate and report to the Asset section for the global inventory of the Programme : Asset and expendables.
  • Provide logistics support to ongoing air and land operations in the field.
  • Implement a Proof of delivery for the shipment to the fields. The POD will be signed by the receiver in the field, then used during the payment process as proof of service rendered.
  • Record and file all shipment and shipping documents and Provide weekly reports on equipment and materials received.
  • Provide regular training to logistics personnel. Ensures that supervised personnel are adequately trained, cross-trained; identifies additional training needs to achieve high working standards. Briefs and assists new international staff, experts and consultants about logistics for the project requirements and procedures.

Coordination of Custom Clearance

  • Liaise with Procurement Section for the timely reception of International Shipping documents.
  • Prepare the reception of international shipments, and liaise with local authorities for tax exemptions, customs clearances and the timely delivery of consignment to the beneficiaries in Mali.
  • Follow up customs clearance documents and approvals with national custom authorities, MINUSMA MOVCON and Freight Forwarders. Ensure all consignment is released upon arrival in country.
  • Ensure the transport of goods from the customs point to the UNMAS warehouse or the regions.
  •  Prepare and control Exemption requests for Subcontractors, personal effects for UNMAS Staff.
  • Be the focal point for the assembling, tagging, labelling and arrangement for the shipment of goods and materials.
  • Provide registration, insurance and tags to vehicles upon arrival in Mali.
  • Handle incoming shipments, unpack boxes and ensure the Receive and Inspection Report is done upon arrival.

Warehouse Management:

  • Act as the team leader when needed for the logistics and warehouse assistants and clerks.
  • Prepare worker schedules and ensure warehousing and distribution workers follow safety rules.
  • Assist in the maintenance of the logistical filing system to include all equipment information, maintenance schedules and logs documentation and ensure that inventories of assets, equipment and consumables are recorded, monitored and updated.
  • Report on the assembling, tagging, labelling and arrangement for the shipment of goods and materials. In handling incoming shipments, unpack boxes and ensure the RIR is done within 2 days.
  • Report on cargoes ensuring they are prepared and accurate and detailed packing list is attached before shipment.
  • Assist in the inspection of all goods/ materials upon receipt.

Education/Experience/Language requirements

 Education

  • Secondary school (high school) diploma with a minimum of 7 years of relevant experience; or
  • A Bachelor’s Degree or equivalent with a minimum of 3 years of relevant experience.

Work Experience

  • Minimum 2 years of experience in Logistics, Custom Clearance or Warehouse Management is required;
  • Experience in Incoterms 2010 is desired;
  • Minimum 1-year experience in the usage of computers and office software packages (MS Office 2010; and or newer versions) especially knowledge of spreadsheets is required;
  • Experience in the UN system and UNOPS procedures is an asset;
  • Valid driver license required.

Language requirement

                Fluency in written and oral English and French is required.
